  Cultural prosperity is an important symbol of Chinese-style modernization and a powerful support for the comprehensive revitalization of Liaoning. 2026, as the opening year of the 15th Five-Year Plan, will see literary and artistic creation, as the main force of cultural construction, directly determining the quality and height of cultural development. In 2025, the Liaoning acrobatic drama "The First Sound" won the 18th Wenhua Award for Best Drama. This work breaks the limitations of traditional acrobatics' emphasis on technique over narrative, deeply integrating acrobatic skills with the history of the War of Resistance Against Japan. It possesses ideological, artistic, and entertainment value, and is the first work in the history of Chinese acrobatics to win both the "Five-One Project" Award from the Publicity Department of the Central Committee of the Communist Party of China and the Wenhua Award, fully demonstrating the solid foundation and development potential of Liaoning's literary and artistic creation.

  To continuously activate the innovative momentum of Liaoning's culture, Yin Li offered specific suggestions from multiple perspectives. Regarding strengthening artistic support and stimulating the vitality of creative entities, he suggested establishing a Liaoning Provincial Government Art Fund, benchmarking its operation model against the National Art Fund, and building a normalized funding and support mechanism around core areas such as creative production and talent cultivation. He also proposed improving the Liaoning Provincial Highest Art Award, using both funds and awards to incentivize various artistic entities and gradually establish a reserve of high-quality artistic resources. It is understood that Liaoning has already established an Art Fund Management Committee and an Expert Committee, laying the foundation for the implementation of the artistic support mechanism.

  Regarding deepening the reform of performing arts troupes, Yin Li pointed out that some state-owned performing arts troupes still face difficulties such as operational challenges, insufficient creative funding, and weak market competitiveness after their transformation into enterprises. He suggested strengthening precise investment and targeted policies to address the bottlenecks and difficulties faced by state-owned performing arts troupes and art units in their operation, creative production, infrastructure construction, and market development, promoting the in-depth development of troupe reform, and stimulating the endogenous motivation of professional groups.

  Talent is the primary resource for the prosperity of the arts. Yin Li suggested focusing on cultivating young artistic talents, establishing special support programs, opening performance channels for young artists on important platforms such as the Wenhua Award, and constructing a full-chain talent mechanism encompassing "introduction, cultivation, utilization, and incentives." Simultaneously, he recommended optimizing the existing artistic talent training system, increasing the proportion of practical teaching and creative hands-on experience, encouraging artists to engage with society and connect with the people, and building a team of artistic talents with both ability and passion to create outstanding works worthy of our times.

  Regarding promoting the quality and efficiency of the cultural industry, Yin Li proposed encouraging foreign investment, supporting local enterprises, and promoting positive interaction and complementary development between state-owned and private cultural entities to jointly cultivate new cultural consumption models. In particular, he stressed increasing support for "new artistic organizations and groups," providing preferential treatment in areas such as venue supply, tax breaks, and streamlined approval processes to help them take root and grow in areas such as small theater performances, thereby stimulating the vitality of the private cultural economy.

  Yin Li emphasized the need to vigorously promote "new popular art" and unleash the creative vitality of the entire population. He stated that "new popular literature and art" utilizes new media such as the internet as its carriers, with creative entities breaking through institutional boundaries and possessing both openness and participatory characteristics.
