Southeast Asia Information Port News (www.dnyxxg.com) – On April 8th, at a press conference held by the Liaoning Provincial Government Information Office, Chen Misen, Deputy Director of the Liaoning Provincial Public Security Department, announced that Liaoning Province has launched a comprehensive special campaign to address road traffic safety, focusing on "five strict prohibitions, five strict management measures, and five musts." This campaign employs 15 robust measures to build a full-chain governance system and resolutely reduce the total number of traffic accidents.
According to Chen Misen, this campaign, based on the "Golden Shield·Smooth and Safe Driving Action," focuses on four key elements: people, vehicles, roads, and enterprises. Regarding road control, public security organs will crack down on the "five strict prohibitions": implementing multi-agency "routine checks, weekend checks, and checkpoint checks" against drunk driving; dynamically managing passenger vehicles with more than six seats using the integrated public security traffic command platform, and pursuing criminal liability for serious overloading; conducting cross-city enforcement every month on high-incidence overloading sections to severely punish "hundred-ton trucks"; forming a closed loop of "monitoring-early warning-interception" based on fixed speed measurement equipment; and increasing enforcement personnel at national and provincial highways and expressway service areas to strictly investigate fatigued driving. In terms of source control, five strict regulations are implemented for five key vehicle categories: Passenger vehicles with malfunctioning seat belts or other facilities will not be issued inspection certificates; illegal activities involving hazardous chemical transport vehicles will be investigated and reported monthly; a comprehensive register of school buses and their operators will be established; illegally modified trucks, such as those with raised sideboards, will not pass inspection; and unlicensed, unregistered, and scrapped vans will be severely punished according to law.
In terms of public awareness, five mandatory requirements are clearly defined: Motorcycle and electric vehicle riders must wear helmets; motor vehicle drivers and passengers must use seat belts; motor vehicles must yield to pedestrians and park properly; and drivers with demerit points must participate in educational programs. Utilizing 303 "roadside schools" and mobile guidance points, a "persuasion + punishment" model is adopted for those not wearing helmets, and "one-on-one" education is provided for drivers with 9 or more demerit points.
Shen Min, head of the Traffic Management Corps of the Liaoning Provincial Public Security Department, stated in response to reporters' questions that three measures will be taken to address fatigue driving, a "hidden killer": conducting high-frequency enforcement checks on road sections and times prone to accidents based on scientific analysis; intercepting suspected vehicles immediately using an integrated command platform; and promoting data sharing with transportation departments to implement integrated management of "online early warning + offline investigation."
Regarding the proper use of seat belts and helmets, Shen Min stated that wearing a seat belt in a frontal collision can increase the survival rate by approximately 60%, and in rollover accidents, it can reduce the mortality rate by more than 80%; wearing a helmet can reduce the risk of head injury by 60% to 70%, and the risk of death by approximately 40%. The next step will be to launch the "One Station, Two Views, Three Registrations" campaign, turning enforcement sites into legal education classrooms through fixed-point enforcement, viewing accident cases, and establishing educational records.
