2026 marks the fifth year that the Liaoning Provincial Department of Human Resources and Social Security has launched the "Spring Warmth in Liaoshen" series of actions. From the initial exploration of version 1.0 to the system integration of version 5.0, it has gradually built a high-quality, full-employment ecosystem that achieves "full coverage" of various target groups, "full-cycle" policy improvement, "full-platform" talent recruitment and attraction, "full-chain" skills enhancement, "full-integration" of relevant information, and "full-coverage" of service stations.
This year's 5.0 version of the action plan builds upon existing experience and continues to iterate and upgrade. Focusing on the needs of the "2211" industrial system construction and the "intelligent transformation and digital transformation" industrial upgrading, it closely follows new requirements such as the cultivation of new quality productivity, the development of artificial intelligence, and the close integration of investment in things and investment in people. This event will integrate diverse content such as recruitment, brand display, scenario experience, and policy promotion. The recruitment adopted a combined "main venue + branch venues" and "online + offline" model. The offline main venue in Shenyang featured recruitment zones for manufacturing, service, digital technology, and general enterprises, with nearly 200 companies offering nearly 10,000 job positions. Over 3,400 resumes were collected, and more than 900 people reached preliminary employment agreements. In the other 14 cities (including the Shenfu Demonstration Zone), a total of 1,100 companies offered 21,000 positions, attracting 24,000 job seekers and collecting over 4,400 resumes. Online, over 860 companies offered 18,000 positions through online recruitment and live-streamed job fairs, attracting over 200,000 views. An innovative comprehensive experience zone for optimizing the business environment in the human resources and social security field was created, interpreting key policies in this area, explaining procedures for frequently used services, and promoting the achievements and effectiveness of policies benefiting enterprises and the public, making human resources and social security policies and services "understandable, clear, and easy to apply." Simultaneously, special zones showcasing the "Spring Warmth in Liaoning" brand and "Comfortable Employment" services were held, allowing job seekers to learn about various employment services, witness real-life employment and entrepreneurship scenarios, and participate in hands-on skills training. Through these direct experiences, they gained knowledge, sparked interest, found inspiration, and discovered pathways to success.
