Southeast Asia Information Port News (www.dnyxxg.com) – Shen Yue, Deputy Director of the Liaoning Provincial Department of Natural Resources, stated at a press conference held by the Liaoning Provincial Government Information Office on the 29th that Liaoning Province is promoting the transfer of "standard land" for industrial use across the province. In the first half of the year, a total of 51 "standard land" parcels were transferred, covering an area of 230.86 hectares, representing a year-on-year increase of 69.93%; the transfer price reached 946 million yuan, a year-on-year increase of 97.1%. Among them, six cities, including Shenyang and Dalian, achieved a 100% transfer rate.
Shen Yue said that many entrepreneurs are concerned about project land policies. In the first half of this year, Liaoning launched several targeted reform measures to ensure land availability and empower project construction.
Liaoning is exploring a pilot program for a territorial spatial planning permit system. Relying on a unified territorial spatial planning map, it promotes the early resolution of spatial conflicts and integrates core element guarantees into the entire life cycle management of projects, forming a "five-in-one" model with Liaoning characteristics. In particular, during the feasibility study stage, a "permit opinion letter conforming to the territorial spatial planning" was created. Since 2026, Liaoning Province has approved 377 land parcels for construction, totaling 4,195.99 hectares, by the State Council and the provincial government; and approved 4 land parcels for preliminary use, covering 402.63 hectares.
Mineral resources are a core production factor for industrial and mining enterprises. A stable and fair supply of mining rights is crucial for optimizing the business environment in the mining sector and boosting enterprise investment confidence. Liaoning focuses on scarce strategic minerals such as iron, gold, boron, copper, and manganese, strictly screening mining blocks; accurately aligning with the "15th Five-Year Plan" and reasonable market demand, and scientifically formulating annual transfer plans; and establishing a fair competition mechanism, ensuring that all transfers, except those permitted by national regulations through negotiation, are conducted publicly through market-oriented methods such as bidding, auction, and listing.
This year, Liaoning has successfully transferred 19 mining rights, generating 710 million yuan in revenue; 7 mining rights are currently being listed online for transfer, with expected revenue exceeding 300 million yuan upon completion. Further efforts will focus on promoting over 45 large-scale iron ore projects, including the Benxi Yong'an Iron Mine and the Anshan Lihuayu Iron Mine, to provide solid support for the development of the mining economy.
Regarding sea-use procedures, Liaoning Province has issued the "Liaoning Province Aquaculture Sea-Use 'One-Stop Service' Work Plan." As the first provincial-level "one-stop" policy for aquaculture sea-use in the country, this policy integrates two permits, achieving one-time notification, one-form application, one set of materials, one-window acceptance, and online processing. By the end of June this year, all city-level approval platforms were online, reducing the approval time from 85 working days to within 15 working days and halving the application materials, truly allowing enterprises and the public to "run fewer errands and get things done more easily."
