The meeting pointed out that Yunnan has persistently and vigorously promoted the construction of major industrial projects. Over the past four years, it has facilitated the implementation of more than 10,000 projects, with 7,760 projects put into operation, generating an annual output value of over 500 billion yuan, annual tax revenue of nearly 20 billion yuan, and providing nearly 500,000 jobs. Industrial investment and private investment have become the main drivers of investment growth in Yunnan. Significant progress has been made in extending, supplementing, and strengthening industrial chains, new growth points have been cultivated and expanded, the business environment has been continuously optimized, and the momentum of industrial development has been continuously strengthened, providing strong support for stabilizing growth, adjusting structure, and promoting transformation.
The meeting emphasized that all regions and departments in the province should go all out to promote development and the economy, and promote the construction of major industrial projects with greater efforts and more practical measures. We must resolutely stabilize the fundamentals of the tobacco and energy industries, continue to cultivate and refine our advantageous industries such as green aluminum and new energy batteries, and relentlessly focus on emerging industries such as the low-altitude economy, digital economy, and biomedicine. We must transform valuable resources into concrete projects and continuously cultivate new drivers for industrial development.
We must continue to support, stabilize, and strengthen enterprises, accelerate the implementation of central-local cooperation outcomes, support provincial enterprises in strengthening their core businesses, attract more private investment, optimize incremental growth, revitalize existing assets, and develop and expand the resource-based economy in our local area. We must expedite the commencement of projects related to Yunnan in the national "15th Five-Year Plan," promote the expansion and upgrading of tourism, elderly care, childcare, logistics, and intelligent computing services, and promote the stable and healthy development of the real estate market. We must adopt a more pragmatic approach to project implementation, solidly carry out education on establishing and practicing a correct view of performance, and implement the "10 improvements" of work style and efficiency revolution in concrete work and reflect them in development results.
The meeting emphasized that Party committees and governments at all levels must shoulder the responsibility for economic work. Prefectures and cities with large economies should take the lead and make greater contributions, while those experiencing slower-than-expected economic growth should intensify their efforts to catch up. The top Party and government leaders at the prefecture/city and county/district levels must strengthen their awareness of development and strive for excellence, acting as "construction team leaders" and "construction workers," taking the lead in studying the economy, solving problems, attracting investment, and promoting project implementation, advancing industry by industry to achieve tangible results.
