The lists include 1,677 provincial-level major projects with a total investment of 2.57 trillion yuan (RMB). Among them, 52 "top priority" projects have an annual planned investment exceeding 1 billion yuan, with a total investment of 891.4 billion yuan.
Enterprise investment occupies an important position in the lists. 907 enterprise investment projects account for 54% of the total, of which 365 are private enterprise investment projects with a total investment of 288.8 billion yuan. Projects by private enterprises such as CATL's Kunming lithium battery green intelligent manufacturing base and Qujing's 23GWh cylindrical lithium iron phosphate energy storage power battery are listed as "top priority."
2026 is Yunnan Province's "Year of Project Breakthrough," and industrial investment is a prominent focus of this list. 929 industrial projects are included in the list, accounting for 55%, with 690 industrial projects alone, totaling 694.9 billion yuan in investment. The distribution of projects on the list shows a relatively concentrated new energy battery and materials industry chain. New projects in Zhenxiong County, focusing on phosphorus-based new materials, are planned to commence. From Kunming to Qujing and then to Zhaotong, a new energy materials industry belt relying on phosphate resources is rapidly taking shape.
The implementation of industrial projects relies heavily on infrastructure development. The list includes 748 infrastructure projects, with the transportation sector being the most concentrated: 31 transportation projects, including the new Chongqing-Kunming high-speed railway (Yunnan section), the Wenshan-Mengzi railway, and the expansion and renovation of Kunming Changshui International Airport, are listed as "top priorities."
The list also emphasizes an "investment in people" approach. The 365 major livelihood projects represent a total investment of 155.5 billion yuan, covering areas such as urban renewal, affordable housing, underground pipeline renovation, and environmental protection. The first and second phases of the Dianzhong Water Diversion Project, along with its supporting facilities, are also included as "top priorities." This major water conservancy project, crucial for the water supply of tens of millions of people in central Yunnan, is being accelerated.
In terms of funding, 513 major projects have been included in the funding allocated by the central government budget, local government special bonds, and new policy-based financial instruments. These provincial-level major projects will support over 30% of the province's annual investment. The Yunnan Provincial Development and Reform Commission stated that it will organize the application for annual provincial-level major projects in batches on a regular basis. Relying on the provincial coordination mechanism for promoting effective investment in key projects, it will strengthen top-down coordination and service and resource guarantees, actively seek support from various national policies and funds, and accelerate the construction of provincial-level major projects and major industrial projects to stabilize investment and maintain the proportion of industrial investment in total investment at over 50%.
