This is the first time Yunnan Province has regulated the development of the homestay industry through legislation. The regulations will take effect on January 1, 2026.
The regulations clarify the establishment, operation, management, and development of homestays, and make provisions regarding the harmonious development of homestays with cultural heritage, ecological protection, and society.
Regarding cultural heritage, the regulations stipulate that homestays located within the protected areas of historical and cultural cities, towns, villages, blocks, and traditional villages must comply with relevant laws, regulations, and protection plans in terms of building height and architectural style; those involving the protection and utilization of cultural relics must comply with the provisions of laws and regulations on cultural relic protection. Homestays should reflect regional cultural characteristics in their architectural design, spatial layout, decoration, and landscape creation, maintaining harmony between the architectural style and the local landscape environment. The regulations aim to promote the integration of homestay development with the local culture and history of Dali Prefecture through the aforementioned requirements, thereby better facilitating cultural protection and inheritance.
Dali Prefecture, as the only Bai Autonomous Prefecture in China, boasts a rich ethnic and historical cultural heritage and abundant scenic resources. In recent years, the homestay industry in Dali Prefecture has developed rapidly, but some shortcomings have also been exposed. Coupled with inadequate infrastructure, this has, to some extent, hindered the high-quality development of the local homestay industry.
Legislation on homestays is necessary for the high-quality development of tourism in Dali Prefecture. As the tourism industry shifts from extensive expansion to refined operation, the standardized management of homestays, as the core carrier, has become a breakthrough point for industrial upgrading.
It is understood that the promulgation of the regulations will, on the one hand, regulate the management and operation of homestays through legislation, effectively curbing irregularities such as unlicensed operation, false advertising, and substandard hygiene. On the other hand, it will incorporate ecological protection and cultural inheritance into the legal framework, preventing the development of homestays from damaging natural landscapes and local culture. Furthermore, the management and operational standards promoted by legislation will further enhance the tourist experience, forcing the homestay industry to upgrade and driving the comprehensive development of rural revitalization.
