
Southeast Asia Information Port (www.dnyxxg.com) – On June 21, 2025, the Malaysian Ministry of Investment, Trade and Industry (MITI) issued its final conclusion on the sunset review (final review) of anti-dumping duties imposed on cold-rolled steel coils or non-alloy steel (width exceeding 1300 mm) originating in or imported from China, Japan, South Korea, and Vietnam.
Specifically, the Malaysian Ministry of Investment, Trade and Industry decided to cancel the anti-dumping duties on cold-rolled steel coils or non-alloy steel originating in or imported from Vietnam and South Korea. These products refer to cold-rolled steel coils or non-alloy steel (cold rolled coils of iron or non-alloy steel) with a width exceeding 1300 mm, classified under the following HS codes: 7209.15.00 00, 7209.16.90 00, 7209.17.90 00, and 7209.18.99 00.
Previously, at the suggestion of the plaintiff, Mycron Steel CRC SDN Bhd of Malaysia, the Malaysian Ministry of Investment, Trade and Industry initiated an anti-dumping investigation into the aforementioned products in March 2019.
On June 21, 2025, the Malaysian Ministry of Investment, Trade and Industry announced the final conclusion of the sunset review, deciding to terminate the anti-dumping duties on cold-rolled steel coils or non-alloy steel with a width exceeding 1300 mm originating from Vietnam and South Korea.
This decision officially took effect on June 23, 2025. Simultaneously, the Malaysian Ministry of Investment, Trade and Industry decided to maintain anti-dumping duties on the aforementioned products originating from China and Japan from June 23, 2025 to June 22, 2030.
According to the Trade Remedy Department of the Vietnamese Ministry of Industry and Trade, this is a positive outcome for Vietnamese steel companies, helping to maintain exports to Malaysia. The conclusion of the Malaysian Ministry of Investment, Trade and Industry also demonstrates the possibility for Vietnamese companies to seek the cancellation of tax measures through a sunset review after five years of taxation. This also encourages Vietnamese businesses currently subject to tariffs in other markets to actively participate in future sunset review processes in order to fight for the removal of trade defense measures.
