  Southeast Asia Information Port (www.dnyxxg.com) – Reporters learned on the 23rd from the Pearl River Water Resources Commission (hereinafter referred to as the "Pearl River Commission") that the first meeting of the Joint Working Group on Water-Related Affairs Management and Cooperation between the Ministry of Water Resources and the Hong Kong Special Administrative Region Government was successfully held in Guangzhou recently. The meeting clarified that the formal signing of the "Arrangement between the Ministry of Water Resources and the Hong Kong Special Administrative Region Government on Water-Related Affairs Management and Cooperation" (hereinafter referred to as the "Cooperation Arrangement") marks a new stage in the development of exchanges and cooperation between the mainland and Hong Kong in the field of water resources, opening a new chapter of coordinated development between the two places.

  At the meeting, Wu Xiaolong, Director of the Pearl River Commission, introduced that since the signing of the Cooperation Arrangement, the Pearl River Commission and the Hong Kong SAR Government Development Bureau, as liaison units, have closely coordinated and worked together to carry out extensive and in-depth exchanges and cooperation in key areas such as disaster prevention and mitigation, water supply security, technological innovation, and the coordination of standards in the Greater Bay Area. This has promoted the deepening and implementation of various cooperation projects, achieving a series of fruitful results and laying a solid foundation for cooperation on water-related affairs between the two places.

  Wu Xiaolong stated that, going forward, the Pearl River Water Resources Commission, under the strong leadership of the Ministry of Water Resources, will continue to deepen communication and cooperation with the Hong Kong SAR Government Development Bureau, focusing on three key areas: First, strengthening the implementation of mechanisms, strictly enforcing various exchange and cooperation mechanisms to ensure the efficient implementation of cooperation matters; second, strengthening key breakthroughs, fully leveraging the resource advantages of both regions, and focusing on key areas to create a number of landmark and leading innovative achievements; and third, strengthening mutual empowerment, promoting complementary advantages and win-win cooperation between the two regions, cultivating new momentum for cooperative development, and jointly creating a new landscape for exchange and cooperation on water-related affairs between the Mainland and Hong Kong, thus building a solid water security barrier for Hong Kong to better integrate into and serve the overall development of the country and promote the steady and long-term implementation of "One Country, Two Systems."

  This meeting focused on studying and clarifying four exchange and cooperation implementation mechanisms for the joint working group, including a liaison mechanism, a regular meeting mechanism, a daily liaison mechanism, and a mechanism for soliciting opinions on water-related projects (plans). Meanwhile, the meeting identified key tasks for cooperation in seven areas, including disaster prevention and mitigation, water supply security, planning and project construction management, and the governance and protection of the Shenzhen River bend. In-depth exchanges were also conducted on matters related to smart water management construction, coordination of water conservancy standards in the Greater Bay Area, and deepening comprehensive cooperation between the two regions, further consolidating consensus and clarifying the direction for future cooperation.
