Southeast Asia Information Port News (www.dnyxxg.com) – “We calculated his actual income in Nansha in detail, and the tax burden was basically the same as in Hong Kong. This completely dispelled his concerns and helped the company successfully attract a key talent.” Recently, the human resources manager of a leading autonomous driving company located in Nansha District, Guangzhou, revealed that the company used individual income tax incentives as a key factor when recruiting a senior algorithm engineer from Hong Kong.

The Nansha District Human Resources and Social Security Bureau recently officially released the “List of Recognized Overseas Professional Qualifications in Nansha District, Guangzhou 2.0” and the “List of Recognized High-Precision and Shortage Overseas Professional Qualifications in Nansha District, Guangzhou 2.0,” along with related notices, to further encourage and support professionals holding qualifications on the lists to work and start businesses in Nansha.

Regarding individual income tax, Nansha offers unprecedented preferential policies. According to the “Notice of the Ministry of Finance and the State Taxation Administration on Preferential Policies for Individual Income Tax in Nansha, Guangzhou,” Hong Kong and Macao residents working in Nansha are exempt from individual income tax on the portion exceeding the tax burden in Hong Kong and Macao. This means that Hong Kong and Macao residents working in Nansha can maintain a roughly balanced tax burden compared to those working in Hong Kong or Macao, fundamentally eliminating the sense of income "loss" caused by differences in the tax systems of the two places.

To make this complex policy "understandable, easy to calculate, and easy to implement," Nansha innovatively built a "rule conversion bridge" for Hong Kong and Macao residents to quickly access tax policies.

"The calculation function only requires about two minutes of information input to generate tax reduction data, transforming complex rules into intelligent data calculations in seconds," shared Dr. Lin Weihou, a Macao teacher at the Guangzhou Nansha Minxin Hong Kong Children's School. He frankly stated that this policy allows him to settle and teach in Nansha with peace of mind, focusing on utilizing his professional expertise.

The larger-scale effect is reflected in the talent recruitment of enterprises. Senior algorithm engineers from Hong Kong recruited by leading autonomous driving companies not only experience strong personal fulfillment after joining, but their rich international experience has also rapidly driven the team's technological upgrades.

Furthermore, the policy has yielded significant results since its implementation, with a cumulative tax reduction of 150 million yuan for Hong Kong and Macao residents' personal income tax, benefiting 1,073 individuals. The average tax burden for Hong Kong and Macao residents has decreased by over 50%, leading to a nearly twofold increase in the number of Hong Kong and Macao residents working and filing personal income tax returns in Nansha, significantly enhancing the sense of gain for Hong Kong and Macao talents.
