On the same day, the Xinzhou Municipal Government Information Office held a press conference to introduce and interpret the relevant work on learning from and applying the experience of the “Ten Thousand Villages Project” to promote the comprehensive revitalization of rural areas. In recent years, Xinzhou has transformed the concepts and methods contained in the “Ten Thousand Villages Project” into concrete work measures and vivid practical results, focusing on key areas and adhering to playing five key cards.
Xinzhou has played the “foundation card” of consolidating the achievements of poverty alleviation. It has improved the dynamic monitoring and assistance mechanism for preventing a return to poverty, newly identifying 3,741 households and 9,047 people as monitoring targets, all of whom have received targeted assistance measures. It has deepened industrial assistance and employment assistance. The photovoltaic power station generated 591 million yuan in revenue, with 466 million yuan distributed to villages and 249 million yuan distributed to households.
Meanwhile, Xinzhou continued to increase its efforts in skills training and employment assistance for impoverished laborers, continuously improving the reputation and brand recognition of "Xinzhou" labor services such as "Xinzhou Maternity Matrons," "Wutai Bricklayers," and "Fanshi Embroiderers." The city established one inter-city entrepreneurship and employment assistance base, 14 employment assistance parks, and 210 employment assistance workshops, with 181,100 impoverished laborers finding employment.
Regarding rural living environment improvement, Xinzhou rectified 22,065 problematic toilets and newly renovated or constructed 20,790 sanitary toilets; 907 administrative villages carried out domestic sewage treatment (control); and the comprehensive utilization rate of crop straw in the city remained stable at over 90%. Village environments have basically achieved cleanliness and tidiness, and a long-term management mechanism for rural living environments with systems, standards, teams, funding, and supervision has been gradually formed, steadily improving the quality of life for farmers.
By focusing on distinctive rural industrial development, Xinzhou has maintained a stable total area of over 3 million mu (approximately 200,000 hectares) for miscellaneous grains, accounting for about one-quarter of Shanxi Province's total; its total output exceeds 600,000 tons, accounting for about one-third of Shanxi's total, both ranking first in the province. The annual output value of the city's miscellaneous grain industry is approximately 4.4 billion yuan. It has successfully established three standardized production bases for green food raw materials: Kelan red kidney beans, Wuzhai sweet glutinous corn, and Pianguan millet. The number of counties with national-level production bases ranks first in the province. The total number of distinctive organic agricultural products has reached 655, maintaining the highest number in the province for 10 consecutive years in both new additions and total quantity.
Xinzhou has also focused on integrated urban-rural development. It has promoted the extension of infrastructure such as roads, water, electricity, and internet to rural areas. 883 kilometers of "Four Good Rural Roads" have been newly built or renovated. 5G network coverage has been achieved in 152 key townships. Basic public services such as education, medical care, and elderly care have been extended to rural areas. A total of 554 rural elderly day care centers have been built throughout the city.
Xinzhou has also focused on improving rural governance efficiency. A star-rating system was implemented for all 2,672 village Party branch secretaries in the city, linking performance ratings to salaries to stimulate their enthusiasm for work and entrepreneurship. The city continued to promote grid-based governance led by Party building, deploying 3,506 rural grid workers.
In recent years, Xinzhou has established one city-level, 15 county-level, and 163 township-level "one-stop" mediation centers, staffed with 3,697 full-time and part-time mediators, ensuring "unified acceptance, centralized sorting, classified management, legal handling, and time-limited resolution" of disputes. Fourteen New Era Civilization Practice Centers, 169 practice stations, and 2,850 practice sites have been established, achieving full coverage of New Era Civilization Practice facilities.
Kang Jintang stated that since Xinzhou began learning from and applying the experience of the "Ten Thousand Villages Project," the rural living environment and public services have continuously improved.
