Xi Jinping emphasized that Party committees and governments at all levels must prioritize solving the "three rural issues" (agriculture, rural areas, and farmers), adhere to the principle of five levels of Party secretaries leading rural revitalization, strive for progress, and work diligently to build agriculture into a modern large-scale industry, ensure that rural areas have basic modern living conditions, and make farmers' lives more prosperous and better.
The meeting conveyed and studied Xi Jinping's important instructions and discussed the "Opinions of the CPC Central Committee and the State Council on Anchoring Agricultural and Rural Modernization and Solidly Promoting the Comprehensive Revitalization of Rural Areas (Draft for Discussion)." Liu Guozhong, member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, attended the meeting and delivered a speech.

It is necessary to stabilize grain and oil production, intensify the implementation of a new round of action to increase grain production capacity by 100 billion jin, and promote the improvement of grain varieties and quality. Strengthen water conservancy infrastructure construction, enhance meteorological monitoring, forecasting, and early warning, and improve agricultural disaster prevention and mitigation capabilities. Promote the upgrading and efficiency improvement of the "vegetable basket" industry, and enhance the capacity for diversified food supply. Strengthen the protection and quality improvement of arable land, strictly adhere to the red line for arable land, and promote the construction of high-standard farmland in different regions and categories with high quality. Strengthen the tackling of key core agricultural technologies and the efficient transformation and application of scientific and technological achievements, and develop new agricultural productivity according to local conditions. Every effort must be made to promote stable income growth for farmers and improve the income guarantee mechanism for grain farmers. We will deepen the implementation of the civilized rural customs construction project and continue to promote the transformation of rural customs. We will uphold and develop the "Fengqiao Experience" in the new era, promptly resolving various conflicts and disputes, and maintaining rural stability and tranquility. We will further deepen rural reforms, comprehensively carry out province-wide pilot programs for extending land contracts for another 30 years after their expiration, regulate and orderly revitalize and utilize various rural resources, innovate investment and financing mechanisms for rural revitalization, and continuously add momentum and vitality to rural development.
The meeting emphasized the need to strengthen the Party's overall leadership over work related to agriculture, rural areas, and farmers; improve the ability of Party and government cadres at all levels to handle this work; reinforce the implementation of the responsibility system for rural revitalization; and solidly promote the effective implementation of various tasks. It also stressed the importance of establishing and practicing a correct view of performance, consciously acting in accordance with established principles, fully stimulating the vitality of entrepreneurship and innovation, and promoting new progress in the comprehensive revitalization of rural areas and a new level of agricultural and rural modernization.
