China plans to require road transport companies transporting hazardous chemicals to monitor their vehicles in real time

  Southeast Asia Information Port News (www.dnyxxg.com) – The third draft of the Law on the Safety of Hazardous Chemicals is about to be submitted to the 19th session of the 14th National People's Congress Standing Committee for deliberation. Huang Haihua, spokesperson for the Legislative Affairs Commission of the NPC Standing Committee, stated at a press conference on the 19th that the third draft proposes to stipulate that road transport enterprises of hazardous chemicals shall conduct real-time monitoring and management of the operating status of transport vehicles and drivers, and promptly correct illegal and irregular driving behaviors.

  In September 2025, the 17th session of the 14th NPC Standing Committee conducted a second review of the draft Law on the Safety of Hazardous Chemicals.

  Huang Haihua stated that, based on opinions from various parties, the third draft proposes the following main revisions: First, it includes provisions for the dissemination and popularization of knowledge related to the safety of hazardous chemicals. Second, it sets requirements for safety training for hazardous chemical production enterprises to improve the safety awareness and safety production skills of employees. Third, it requires individuals using hazardous chemicals to understand the hazardous characteristics, correct usage methods, and protective measures of hazardous chemicals, and prohibits the illegal use, storage, and disposal of hazardous chemicals. Fourth, it stipulates that road transport enterprises of hazardous chemicals shall conduct real-time monitoring and management of the operating status of transport vehicles and drivers, and promptly correct illegal and irregular driving behaviors.
