
According to Nanya Information Port (www.dnyxxg.com), recently, the Ningbo Municipal Public Security Bureau, Ningbo Entry-Exit Border Inspection Station (hereinafter referred to as Ningbo Border Inspection Station), Xiangshan County Public Security Bureau, and Xiangshan County Tobacco Monopoly Bureau collaborated to crack a major case of illegal tobacco product trading. Eleven suspects were arrested, two illegal storage sites and nine warehouses were destroyed, and over 35,000 cartons of various illegal cigarettes were seized on site, with a total value exceeding 9 million yuan.
At the beginning of this year, the Ningbo Border Inspection Station, through big data analysis during its efforts to deepen the closed-loop management of port security, discovered that Ding Moumou was suspected of illegally trading tobacco products. The Ningbo Border Inspection Station and the Xiangshan County Public Security Bureau's Coastal Defense Brigade immediately conducted a preliminary investigation, analyzing leads and conducting peripheral investigations around Ding Moumou. They also consulted with the Ningbo Municipal Public Security Bureau's Public Security Management Detachment (Coastal Defense Management Detachment) to establish a special team to carry out preliminary investigations.
An investigation revealed that Ding Moumou, without obtaining a tobacco retail license, had been illegally purchasing various types of cigarettes for a long period. Leveraging his connections around the port, he rented multiple warehouses and distributed them extensively through online channels. Under the unified deployment of the Ningbo Municipal Public Security Bureau, four departments launched a cross-sectoral joint analysis mechanism, forming a joint task force composed of key personnel.
The task force discovered that the illegal operation gang headed by Ding Moumou was tightly organized with a clear division of labor, forming a complete criminal chain of "illegal purchase – concealed storage – logistics and transportation – online distribution," with activities covering multiple provinces across the country.
On April 2nd, under unified command, more than 20 police officers, along with tobacco inspectors, simultaneously launched a coordinated raid on the warehouses involved in the case, arresting 11 suspects, including the ringleader Ding Moumou, and seizing 8 mobile phones used in the crimes, as well as a batch of key evidence such as ledgers and logistics documents, achieving a complete crackdown on the entire chain.
Currently, Ding Moumou and 9 other suspects have been placed under criminal coercive measures for suspected illegal business operations, and the case is under further investigation. (End)
