  Southeast Asia Information Port News (www.dnyxxg.com) – To ensure the safe and smooth convening of the upcoming 14th National Congress of the Communist Party of Vietnam, the Hanoi Police Department held a special meeting on January 12th to convey, study, and deploy the overall plan for the Congress's security work.

  Representatives from relevant departments of the Ministry of Public Security and the Capital Command, members of the Hanoi Police Department leadership team, and heads of various functional departments and the police stations and communes under its jurisdiction attended the meeting.

  Lieutenant General Nguyen Thanh Tung, Director of the Hanoi Police Department, first affirmed the sense of responsibility demonstrated by all units in the preparatory work, including plan formulation and resource allocation. He emphasized that the core requirement for ensuring the security of the Congress is maintaining overall social stability, and that the working principle of "normal external conditions and tight internal security" must be strictly implemented. While ensuring smooth and orderly traffic, efforts should be made to cultivate a safe, civilized, and friendly image for Hanoi as the capital.

  To achieve the established goals, the meeting clearly required all units to simultaneously advance various professional prevention and control measures: strengthen early situation assessment, front-end control, and grassroots response capabilities; and rigorously conduct cyberspace monitoring and early warning. The leadership of the Municipal Public Security Bureau will, according to their assigned responsibilities, directly go to the front lines to command and coordinate, promote the resolution of problems at the grassroots level, and resolutely prevent the emergence of various security "hotspots."

  Ruan Qingsong pointed out that the current period is a critical time for safeguarding national security. The capital's public security forces must fully learn from the successful experiences of past major event security operations, flexibly innovate, and systematically coordinate various work measures to proactively prevent and resolve various risks and hidden dangers, and severely punish all kinds of illegal activities according to law, ensuring that security work is foolproof. He required all officers to uphold the work spirit of "proactive, disciplined, responsible, and efficient," and eliminate any passive response or unexpected oversights.

  The meeting report indicated that this security plan was scientifically and systematically planned, aiming to implement full-chain, closed-loop control over the jurisdiction, and clearly defining the specific responsibilities and boundaries of each unit. The plan will maximize the integration of police resources, equipment, and technical means. Its core objective is to ensure absolute security at all stages of the Congress—before, during, and after the event. It focuses on four key tasks: first, maintaining public safety, ensuring smooth traffic flow, and rigorously preventing and combating all types of illegal and criminal activities; second, strengthening social control, strictly implementing residential management measures, and focusing on enhancing services and management for foreign nationals; third, investigating and eliminating safety hazards, and comprehensively strengthening fire safety defenses; and fourth, purifying cyberspace and resolutely cracking down on illegal activities such as using artificial intelligence and other new technologies to spread rumors, attack the Party and government, and create social panic.

  The meeting emphasized that all units must strictly adhere to the "five clear" principles—clear personnel, clear matters, clear tasks, clear timelines, and clear responsibilities—to advance their work. While implementing the highest level of security measures, they must minimize the impact on the public's normal production, life, and travel. All departments and forces must strengthen coordination and collaboration to form a unified force, resolutely prevent the occurrence of any complex situations, and fully guarantee the safe and smooth holding of the 14th National Congress of the Communist Party of Vietnam.
