Separately, according to relevant departments in Lai Chau Province, a suspect in a fraud case targeting migrants from a hydroelectric power plant has been prosecuted.
Tuyen Quang Province Arrests Internationally Wanted Fugitive, to be Transferred to China
The announcement indicates that on January 6th, the Tuyen Quang Provincial Police Department's investigative police, in conjunction with the Ministry of Public Security's Import and Export Management Department, Technical Operations and External Lines Department, and Technical Operations Bureau, formed a special task force to launch an operation to arrest Chinese national Pham Minh Chin. Pham Minh Chin, a long-term resident of An Phu commune in Tuyen Quang province, was wanted internationally by the Heze City Public Security Bureau in Shandong Province, China, for allegedly organizing others to illegally cross the border, and Vietnam was requested to assist in his arrest.
Investigation confirmed that Pham Minh Chin had repeatedly used various methods to conceal his identity, frequently changed his residence, and moved between multiple locations to evade capture. Under the direct command of Major General Nguyen Duc Thuan, Director of the Tuyen Quang Provincial Police Department, the working group continued to refine its investigative measures and closely tracked the suspect's movements. At 3:30 AM on January 7th, the working group successfully intercepted Pham Minh Chin, who was attempting to flee to Laos, in Tan Uyen commune, Lai Chau province.
Currently, the Tuyen Quang Provincial Police Department, in conjunction with relevant functional departments, is finalizing the case handover procedures and will formally transfer Pham Minh Chin to the Chinese side according to regulations.
Lai Chau Province Prosecutes Suspect in Immigration Fraud Case Involving Over 1.5 Billion VND
According to another report, the Lai Chau Provincial Police Department's investigative police recently decided to prosecute suspect Nguyen Thi Nga under Article 174, Paragraph 4 of the Criminal Code for "fraudulent appropriation of property." Nguyen Thi Nga was born in 1980 and resides in Trung Thanh Ward, Thai Nguyen province.
The investigation revealed that Nguyen Thi Nga deliberately spread false information to defraud residents displaced by the Bản Chát hydroelectric power station project, specifically targeting their complaints regarding compensation, subsidies, and resettlement. Through her personal TikTok account, she falsely claimed connections to leaders and officials of Vietnam's central government, promising to "help resolve" villagers' complaints by paying her a fee.
Deceived by these false promises, representatives of 184 households repeatedly paid Nguyen Thi Nga, with preliminary investigations indicating the amount involved exceeding 1.5 billion VND. However, for over six months, Nguyen Thi Nga submitted no complaints or appeals to any relevant authorities, ultimately exposing her fraudulent activities.
It is reported that Nguyen Thi Nga was temporarily detained on December 31, 2025, for "abusing democratic freedoms to infringe upon the legitimate rights and interests of organizations and individuals." The Lai Chau Provincial Police Department is currently continuing its investigation and processing of the case. (End)
