
Southeast Asia Information Port (www.dnyxxg.com) – Following the signing and approval of Resolution 257/2025/QH15 by Vietnamese National Assembly Chairman Tran Thanh Man on the investment proposal for the 2026-2035 National New Rural Development, Sustainable Poverty Reduction, and Socio-Economic Development Goals Plan for Ethnic Minorities and Mountainous Areas, the National Assembly resolved that the total budget allocated by the State treasury for the project in the 2026-2030 period is approximately VND 423 trillion; of which VND 100 trillion is from the central government, approximately VND 300 trillion from local governments, and approximately VND 23 trillion from policy-based credit funds (issued by the State treasury).
The overall goal of the plan is to build modern, beautiful, prosperous, and culturally rich socialist new rural areas that are sustainable, integrated with urbanization, and adaptable to climate change; simultaneously, to comprehensively promote the development of ethnic minorities and mountainous areas; to achieve multidimensional, inclusive, and sustainable poverty reduction; to guarantee gender equality and social welfare; and to develop a green, circular, and ecological rural economy, combined with agricultural restructuring, to improve income and quality of life and narrow the development gap between different regions, especially ethnic minorities and mountainous areas, and other regions. Simultaneously, we will protect and promote the outstanding cultural characteristics of all ethnic minorities; consolidate compatriots' confidence in the Party and the State's policies; enhance national unity; and safeguard national defense and social order, especially in strategic areas, border regions, and island areas.
The specific goals for 2030 are to increase the average income of rural residents by 1.5 to 2 times compared to 2020; and for the average income of ethnic minority residents to reach about half of the national average. The multidimensional poverty rate will continue to decline by 1%-1.5% annually; the multidimensional poverty incidence rate among ethnic minorities and in mountainous areas will be reduced to below 10%, and the most impoverished townships and villages will be basically lifted out of poverty. Nationwide, we strive to ensure that approximately 65% of townships meet the new rural construction standards, with 10% meeting the modern new rural construction standards, and that five provinces and municipalities complete their new rural construction tasks.
By 2035, the average income of rural residents will increase by at least 1.6 times compared to 2030; the multidimensional poverty incidence rate will continue to decline by 1%-1.5% annually according to the poverty standards for the 2031-2035 stage. We strive to reduce the number of impoverished villages among ethnic minorities and in mountainous areas by at least 50%; and that five provinces and municipalities will no longer have impoverished villages. Nationwide, approximately 85% of communes are expected to meet the standards for new rural development, with 30% reaching the standards for modernized new rural development. At least 10 provinces and municipalities have completed their new rural development tasks, with 5 of them reaching the standards for modernized new rural development.
National Assembly President Tran Thanh Myint also signed and approved Resolution 261/2025/QH15, which establishes several special mechanisms and policies to create breakthroughs in the protection, care, and improvement of people's health.
According to the resolution, the scope of healthcare rights for the public is expanded, and medical costs are reduced. Specifically, the proportion and level of medical insurance coverage for treatment costs will be increased; and, in accordance with national socio-economic development conditions, the national budget's balancing capacity, the status of the medical insurance fund, and premium adjustments, the medical insurance fund will be used to cover screening, diagnosis, and early treatment costs for certain diseases and priority groups.
Members of relatively poor households participating in medical insurance and elderly people aged 75 and above receiving social retirement benefits will receive 100% reimbursement for medical expenses within the scope of their medical insurance coverage.
*Resolution 250/2025/QH15, signed and certified by National Assembly Chairman Tran Thanh Man, concerning several special mechanisms and policies aimed at enhancing the effectiveness of international integration, clearly stipulates the principles for applying special mechanisms and policies.
Specifically, these include improving the quality and effectiveness of international integration efforts; creating a favorable situation and environment for Vietnam to enter a new era commensurate with its historical and cultural status, in accordance with the Constitution and international treaties to which the Socialist Republic of Vietnam is a member; committing to maximizing national and ethnic interests; comprehensively promoting foreign relations with important countries and partners; and avoiding passivity or unexpected setbacks on strategic issues.
