Overview of the Implementation of Vietnam's Three National Targets Program (2021-2025)

  Southeast Asia Information Port (www.dnyxxg.com) reports that during the 2021-2025 period, under the overall guidance of the National Assembly, the Government, and the Central Steering Committee for National Goals and Plans, and through the coordinated efforts of political systems at all levels and active public participation, the three national goals and plans—New Rural Development, Sustainable Poverty Reduction, and Economic and Social Development of Ethnic Minorities and Mountainous Areas—were generally completed and exceeded their core objectives.

  As of the end of June 2025, significant progress had been made in implementing the various plans: Of the seven indicators for new rural construction, four were exceeded (including the proportion of townships meeting higher standards, the proportion of townships meeting demonstration standards, the proportion of county-level units meeting standards, and the proportion of county-level units meeting upgraded standards), and three were basically completed (including the proportion of townships meeting standards, the number of units completed at the provincial level, and the per capita income of rural residents); of the five indicators for sustainable poverty reduction, four were met, including two exceeding targets such as the proportion of impoverished households in impoverished counties and two exceeding targets such as the proportion of impoverished households under the multidimensional poverty standard, with only the number of impoverished counties lifted out of poverty failing to meet the target; of the nine indicators for the development of ethnic minorities and mountainous areas, six were exceeded (including regional poverty reduction rate, per capita income of residents, education, and healthcare), and three were not achieved (including infrastructure improvement, poverty alleviation in extremely impoverished villages, and the work of settling down to permanent farmland). Data shows that the average poverty reduction rate in ethnic minority areas reached 3.2%, and the per capita income of residents in 2025 is projected to reach 45.9 million VND, a 3.3-fold increase compared to 2020, far exceeding the target of "more than doubling."

  Regarding financial support, data from the Ministry of Finance shows that as of October 30, 2025, the total central budget allocation for the three programs reached VND 119,408.5 billion, achieving 67.9% of the target. Of this, public investment funds amounted to VND 75,834.9 billion (75% completion rate), and recurring expenses totaled VND 43,573.6 billion (58.2% completion rate).

  Despite significant achievements, shortcomings remain in the implementation of the programs, with some policies not being implemented as expected. To address issues such as overlapping content and fragmented resources, the government proposed an investment plan for the 2026-2035 National Target Program, integrating the three programs, which has been approved by the 10th session of the 15th National Assembly.

  Deputy Prime Minister Nguyen Binh Hoa pointed out that the new plan will focus on ethnic minority-populated areas, a key poverty-stricken region, and increase investment. After integration, support for disadvantaged areas will extend to 2035 (the original plan for ethnic minority and mountainous development projects only extended to 2030), improving policy implementation efficiency, ensuring tangible benefits for the people, and maintaining the scope of policy support.
