  Southeast Asia Information Port (www.dnyxxg.com) – Vietnamese Prime Minister Pham Minh Chinh issued Notice No. 215/CĐ-TTg on focusing on restoring production and business operations and stabilizing the lives of people in the central and Central Highlands regions after the disasters.

  The notice clearly states that from late October to early November, Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, and Dak Lak provinces suffered successive natural disasters. In particular, the historically heavy rainfall following Typhoons No. 12 and No. 13 resulted in a severe situation of "floods compounded by typhoons," causing significant casualties. Houses, schools, and critical infrastructure such as electricity, communications, transportation, and water conservancy were severely damaged. Production and business activities, especially aquaculture, suffered heavy losses, greatly impacting people's livelihoods, incomes, and living standards.

  According to preliminary statistics from the Ministry of Agriculture and Environment, the natural disaster has resulted in 90 deaths or missing persons in the Ha Tinh to Dak Lak area; 273 injuries; 1,900 houses destroyed or collapsed; 227,847 houses damaged or had their roofs blown off; 160,715 hectares of rice and crops affected; 3,570 head of livestock and 452,098 poultry killed; 684 boats sunk or damaged; 63,328 aquaculture cages damaged; 161 kilometers of canals and 64.9 kilometers of river and sea dikes collapsed; and 253 kilometers of roads damaged by landslides. The estimated economic losses exceed 27.289 trillion VND (equivalent to 7.37 billion RMB).

  The entire Vietnamese political system, especially General Secretary To Lam, the Permanent Secretary of the Central Committee, the government, and the Prime Minister, personally directed and continuously provided on-site guidance. The Prime Minister promptly decided to provide VND 1.465 trillion in emergency aid to seven provinces and cities for disaster recovery; the Central Committee of the Vietnam Fatherland Front has allocated VND 206 billion to support various regions. Party and government organs in the affected areas, as well as ministries such as the Ministry of National Defense, the Ministry of Public Security, and the Ministry of Agriculture and Environment, actively mobilized the military, police, youth, and the public to participate in rescue efforts, minimizing casualties and property damage.

  The Prime Minister has mandated that all tasks be completed on a specific timeline, such as ensuring temporary resettlement for the affected population and urgently assisting in the repair of damaged and destroyed houses, to be completed by November 20, 2025; and implementing reconstruction and resettlement for families whose houses were completely destroyed, collapsed, or severely damaged by the floods, to be completed by January 31, 2026.

  Organizations are underway to provide food, supplies, and essential goods to families facing famine risks, ensuring that the population does not experience shortages of food, clothing, or clean water. Mobilize all available resources (military, police, youth, women, militia, students, etc.) to assist residents, government agencies, and businesses in cleaning and tidying up houses, roads, school buildings, medical facilities, offices, and production plants. Ensure resettlement, educational order, and medical treatment, and rapidly resume production and operations, especially for export-oriented enterprises. This work must be completed by November 20, 2025.

  Emergency repairs must be made to critical infrastructure such as power, water supply, communication signals, disrupted transportation, water conservancy projects, and reservoir dams, to be completed by November 20, 2025. (End)
