  Southeast Asia Information Harbor (www.dnyxxg.com) – To master the digital future, Vietnam needs to master artificial intelligence (AI). The shortest path to mastering AI is through open-source technologies based on secure data sharing, domestic computing infrastructure, and a collaborative innovation community.

  This is the message conveyed by the 2025 Open Technology Forum held by the Vietnamese Ministry of Science and Technology on the afternoon of November 3rd.

  Themed "Artificial Intelligence Based on Open Technologies and Open Source," the 2025 Open Technology Forum aimed to connect management agencies, the research community, businesses, and technology experts to share visions, experiences, and solutions, enabling AI and open technologies to serve the country's digital transformation process and become a key driver in the nation's socio-economic development. The forum also provided an opportunity to review outstanding achievements, discuss new technology trends, and disseminate the "open-cooperation-innovation" spirit of the Vietnamese technology community.

  In his address at the forum, Minister of Science and Technology Nguyen Manh Hung emphasized that the greatest innovation is innovation by the entire population; innovation by the entire population can only occur when technology is open. Open technology will unleash the innovative capabilities of every individual.

  Nguyen Manh Hung stated that open technology is not only about open source, but also about open architecture and open standards. Vietnam's development direction is to choose to develop open technologies, open-source software, and open data for individuals and businesses to participate in creating new value. Based on this direction, Vietnam will develop into a technology nation that builds upon and inherits human knowledge while also contributing to human knowledge.

  Ho Duc Thang, Director of the National Institute for Digital Technology and Digital Transformation, stated that artificial intelligence is no longer an auxiliary tool but has become a national smart infrastructure, equivalent to electricity, telecommunications, or the internet. Any country that cannot master artificial intelligence will lose its autonomy in socio-economic operations. Choosing open artificial intelligence is precisely the path to building national digital sovereignty.

  Ho Duc Thang introduced the three pillars of developing an open artificial intelligence ecosystem in Vietnam: national computing infrastructure, "Made in Vietnam" data centers; building and standardizing open data, especially Vietnamese-language and specialized data; and building an open artificial intelligence community where enterprises, research institutes, experts, and managers can contribute knowledge and share models.

  Nguyen Nghi An, representative of Quantum Asia (Vietnam) Co., Ltd., suggested that Vietnam needs to develop flexible, cost-optimized data storage and processing systems that ensure the correct use of local data to serve domestic artificial intelligence models, rather than relying on foreign data.

  The participants unanimously agreed that to promote the sustainable development of open artificial intelligence, Vietnam needs to build a four-pillar alliance: the government responsible for policy formulation and infrastructure investment; enterprises leading technological development; educational institutions undertaking training and research tasks; and communities contributing open knowledge. This would form a public-private partnership alliance to promote innovation, digital sovereignty, and the development of human-centered artificial intelligence, and reaffirm Vietnam's commitment to developing safe, humane, and sustainable artificial intelligence, contributing to global open-source knowledge and communities.
