Southeast Asia Information Port News (www.dnyxxg.com) – Reporters learned on the 22nd from the Sixth Session of the 16th People's Congress of Yinchuan City that, as the core carrier of Ningxia's digital economy development, Yinchuan's total digital economy has reached 120 billion yuan, doubling compared to the end of the 13th Five-Year Plan period, and is accelerating its transformation from a "digital pilot" to a "computing power capital."
In recent years, Yinchuan has seized the opportunities presented by the national strategy of "Eastern Data, Western Computing," and has introduced a series of policies, including "17 Measures for Digital Transformation" and "12 Measures for Computing Power Talent," continuously optimizing the development environment for the digital industry. This has attracted 85% of Ningxia's digital service enterprises to gather in Yinchuan, laying a solid policy foundation and industrial base for doubling the total digital economy. According to Tao Shaohua, Mayor of Yinchuan Municipal People's Government, Yinchuan has built nine computing power centers, achieved 100% gigabit network coverage, completed and put into operation three national 10-gigabit optical network pilot projects, launched the first full-stack AI industry model of "Helan Mountain No. 1," and implemented the AI-powered Yinchuan economic, trade, cultural, and tourism intelligent system. Yinchuan has also been successfully selected as one of the second batch of national pilot cities for data infrastructure construction.
Meanwhile, the deep integration of digital empowerment and green development has become a distinctive feature of Yinchuan's development. Currently, new energy accounts for 54% of Yinchuan's installed capacity, making it the largest power source; energy consumption per 10,000 yuan of industrial added value has decreased by 22%; and nine new national-level green factories have been added. New energy buses have achieved full coverage across the city, and the number of new energy vehicles has increased 28.5 times compared to before, accelerating the formation of a green development model.
Looking towards the next five years, Yinchuan is aiming for the construction of "Digital Yinchuan," proposing that the total digital economy reach 130 billion yuan, and the added value of core industries account for 10% of the regional GDP. Tao Shaohua stated that Yinchuan will deepen the "Artificial Intelligence+" and "Data Element ×" initiatives, promote the operation of intelligent computing center projects such as Jiuchuan Science and Technology Innovation Valley and the construction of the Ningxia Computing Power Monitoring and Dispatch Center, build 1,000 new 5G base stations and deploy a 10-gigabit network.
In the field of application innovation, Yinchuan will focus on developing specialized vertical models for medical care, wine, and other fields, implement 20 projects such as Turing Town, cultivate 50 typical application scenarios such as vehicle-road-cloud integration, and strive to create a national artificial intelligence innovation application pilot zone. Meanwhile, Yinchuan will build a data lake and attract more than 50 data service companies, making data a new engine for high-quality development. (End)
