The event was jointly organized by Lao Cai Province, various localities along the Red River in Vietnam, and Honghe Prefecture in Yunnan Province, China.

Nguyen Tuan Anh, Deputy Secretary of the Lao Cai Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized that 2025 marks the first time Lao Cai has hosted the Red River Culture Festival, initiating the 2025-2035 Red River Culture Festival project. The Chairman of the Lao Cai Provincial People's Committee emphasized that regularly holding the Red River Culture Festival is a concrete measure to implement the directives of the First Lao Cai Provincial Party Congress (2025-2030) and to welcome the 14th National Congress of the Communist Party of Vietnam. It embodies an innovative spirit and a proactive commitment to international integration, propelling Lao Cai towards becoming an international economic and trade exchange center and a leading cultural and tourism hub in the central and northern mountainous regions, steadily progressing towards a green, harmonious, distinctive, and prosperous future.

Luo Ping, Deputy Secretary of the CPC Honghe Prefecture Committee, Secretary of the Party Group of the Honghe Prefecture People's Government, Governor of Honghe Prefecture, and Head of the Yunnan Provincial Delegation, stated that 2025 marks the 75th anniversary of the establishment of diplomatic relations between China and Vietnam, and is also the China-Vietnam Year of People-to-People Exchanges. She believes that with the joint efforts of both sides and the active participation of all delegates, the 2025 Lao Cai Red River Culture Festival and the China-Vietnam Red River Basin Cooperation Week will be increasingly successful; exchanges and cooperation between the two regions will become even closer, injecting new impetus into the development of the China-Vietnam comprehensive strategic cooperative partnership and the building of a strategically significant China-Vietnam community with a shared future, writing an increasingly brilliant new chapter of cooperation between Honghe Prefecture and Lao Cai Province, as well as between Yunnan and the northern provinces of Vietnam.

The 2025 Lao Cai Red River Cultural Festival is not only a grand cultural event but also an important political, economic, and diplomatic activity.
