  Southeast Asia Information Port (www.dnyxxg.com) – According to Thai media reports, on November 22, Thai Minister of Justice Ruttapong, accompanied by the Permanent Secretary of Justice, Director-General of the Correctional Services Department Pralawut, the Deputy Director-General and Spokesperson, and the Director-General and Deputy Director-General of the Department of Special Investigations (DSI), conducted an on-site investigation at the Klong Prem Special Prison in Bangkok. The investigation focused on allegations of "special treatment being provided to Chinese detainees in VIP cells." Semen traces were found at the scene, initially pointing to prison guards assisting Chinese detainees in hiring Chinese women for weekly sex work.

  Ruttapong stated that he personally examined the details of the scene that day and spent considerable time verifying the information from multiple sources. He preliminarily decided to transfer the case to the Department of Special Investigations (DSI) for special investigation and requested DSI personnel to be stationed in the prison for in-depth investigation that same day. It is reported that as early as November 16, relevant departments had already conducted a surprise inspection. The Commissioner of Correctional Services, Balawut, set up a temporary command center at the prison that day, with the Deputy Commissioner serving as the head of the execution team, and simultaneously initiated questioning of relevant personnel.

  Balawut revealed that only one month after assuming the position of Commissioner of Correctional Services on October 1, he received internal intelligence regarding suspected misconduct by prison staff, with the lead clearly pointing to the warden of the Klong Prem Special Prison in Bangkok. The Permanent Secretary of the Ministry of Justice attached great importance to this, emphasizing that conclusive evidence was needed before proceeding with any action (the initial intelligence was only at the lead stage). Therefore, Balawut led an internal investigation lasting two to three weeks, ultimately identifying clear evidence of involvement by senior management. Based on the investigation results, relevant departments, in conjunction with credible units, formulated an action plan and conducted a surprise inspection on November 16. Toilet paper stained with what appeared to be semen was found in the cell in question. DNA extraction and testing will be conducted on this evidence to further solidify the facts of the case.
