Hu Wenrong, Chairman of the Shanghai Municipal CPPCC, delivered a work report to the session on behalf of the Standing Committee of the Municipal CPPCC, reviewing the achievements of its work in 2025 and outlining key tasks for 2026, thus building consensus and strength for Shanghai's successful start to the 15th Five-Year Plan and its accelerated development into a socialist modern international metropolis with global influence.
Hu Wenrong pointed out that 2026 is the opening year of the 15th Five-Year Plan, and the Shanghai Municipal CPPCC will closely adhere to its mission of the times and focus on core tasks to accurately fulfill its duties. First, we will provide precise services to the overall situation by devising sound strategies and promoting development, offering suggestions and advice closely aligned with key areas of Shanghai's high-quality development. Second, we will inspire progress by building consensus and promoting unity, pooling wisdom from all sectors to work together. Third, we will deepen the practice of consultative democracy by establishing mechanisms and building platforms, improving the institutional arrangements for people's democracy throughout the entire process. Fourth, we will improve the effectiveness of our work by laying a solid foundation and strengthening our sense of responsibility, striving to build consensus, wisdom, and strength to ensure a good start for the 15th Five-Year Plan.
Focusing on pooling resources and helping Shanghai become a pioneer and leader in the new era, Hu Wenrong stated that the Shanghai Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) will continue to optimize its performance platforms, creating better conditions for democratic parties, the Federation of Industry and Commerce, and non-party figures to play their roles; strengthen unity and friendship with compatriots from Hong Kong, Macao, and Taiwan, as well as overseas Chinese, broadening communication channels and deepening exchanges and cooperation; solidly carry out activities for members to connect with their respective sectors and "serve the people," assisting the Party committee and government in strengthening confidence, uniting the people, warming hearts, and building consensus; and adhere to a combination of "going out" and "inviting in," innovating models of friendly exchanges with foreign countries, enhancing international understanding and recognition of Shanghai, and promoting win-win cooperation.
In reviewing the work for 2025, Hu Wenrong introduced that in the past year, the Shanghai Municipal CPPCC continued to expand the functions of the whole-process people's democracy practice points and solidly promoted the extension of democratic consultation to the grassroots level. Throughout the year, the practice sites held 143 consultative and deliberative activities, attracting 3,861 participants from the three levels of the CPPCC (Chinese People's Political Consultative Conference) and 5,248 grassroots members of the public. They collected 1,242 pieces of information reflecting public opinion and sentiment. The sites also received 274 domestic study tour groups and 440 foreign visitors, and organized 948 primary, secondary, and tertiary students to visit the practice sites. Many foreign visitors were deeply moved after their visits, expressing that the whole-process people's democracy is rooted in and serves the people, and has great reference value.
Focusing on central tasks, the Municipal CPPCC earnestly shouldered its research responsibilities and fully implemented the key research tasks assigned by the Shanghai Municipal Party Committee. Around the main theme of stabilizing economic growth, nine research teams, led by members of the Chairman's Meeting, focused on 12 key areas including high-end manufacturing, real estate, and foreign investment and trade. They conducted in-depth visits and research at 173 enterprises, accurately explained policies to help enterprises overcome difficulties, carefully listened to the demands and suggestions of enterprises, promptly sorted out and responded to relevant issues, and promoted the resolution of related problems, injecting the CPPCC's strength into stabilizing the overall economy.
At the meeting, Huang Zhen, Vice Chairman of the Shanghai Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC), reported on the handling of proposals since the Third Session of the 14th Shanghai Municipal Committee of the CPPCC, on behalf of the Standing Committee of the CPPCC. It was reported that the CPPCC received 1,269 proposals in the past year, of which 1,046 were accepted after review. Among these, 853 were proposals from individual or joint members, and 193 were proposals from various political parties, groups, sectors, and special committees. These proposals closely followed the key tasks of comprehensively deepening reform and Shanghai's modernization, putting forward a number of constructive, targeted, and feasible policy recommendations. As of now, 1,041 proposals have been processed, achieving a completion rate of 99.52%. Of these, 941 were "resolved or adopted," accounting for 90.39%, 19 were "included in plans for resolution," and 81 were "retained for reference." A large number of opinions and suggestions have been transformed into practical development results, contributing the wisdom of the CPPCC to Shanghai's leading and exemplary role in promoting Chinese-style modernization.
