Lieutenant General Tun Tun Naw, Chairman of the Central Security Oversight Committee and Union Minister of Home Affairs, clarified at the meeting that the Union Election Commission has approved a 60-day voter mobilization campaign, with the following phased arrangements: Phase 1, election rallies, speeches, and voter mobilization activities in townships, will begin at midnight on December 26th; Phase 2, related activities in townships, will begin at midnight on December 29th; all voter mobilization activities must be suspended before midnight on January 9th, 2026, until the end of the election; specific arrangements for Phase 3 will be announced separately. Oversight committees at all levels must strengthen oversight to ensure that political parties and parliamentary candidates strictly adhere to relevant regulations.
Lieutenant General Thunthunau pointed out that, in accordance with the National Defense and Security Committee's core objective of "promoting a multi-party democratic system with the participation of the people, ensuring the smooth progress of the election process, and realizing the expectations of all the people for a multi-party democratic system," a series of judicial pardons and litigation adjustment measures were implemented on November 26: 724 male and female prisoners facing punishment for violating Article 505-A of the Criminal Code were pardoned to guarantee their right to vote freely and fairly in this election; 2,361 prisoners involved in similar cases received sentence reductions; and the related lawsuits against 5,580 individuals prosecuted under Article 512 of the Criminal Procedure Law for attempting to evade criminal prosecution have been withdrawn.
The meeting revealed that the Central Committee has formulated several security plans, including a comprehensive phased election security plan, eight supplementary security plans, and eleven contingency plans for other possible scenarios, requiring all parties to implement them effectively. Simultaneously, security measures for domestic and international observers and media during the election period must be formulated concurrently.
Lieutenant General Thunthunau reported that 229 people (201 men and 28 women) have been punished under the "Law Protecting Multi-Party Democratic Elections from Obstruction, Disruption and Sabotage" in 140 cases for allegedly disrupting the election process. He further instructed all departments under the Ministry of the Interior to work in conjunction with the Armed Forces, the People's Militia, other security forces, and partner organizations to jointly ensure national security, social stability, and peaceful order during the election period.
