  Southeast Asia Information Port News (www.dnyxxg.com) – On the afternoon of the 21st, a press conference was held in Yixing for the "Regulations of Jiangsu Province on Guaranteeing and Promoting the High-Quality Development of Yixing Ceramics" (hereinafter referred to as the "Regulations"). The Regulations, comprising 5 chapters and 40 articles, focus on core areas such as cultural protection and inheritance, industrial innovation and development, and service guarantees, and will officially come into effect on June 1st of this year.

  Yixing ceramics encompass all types of art ceramics within the Yixing administrative region, with purple clay pottery as its representative, including Jun pottery and celadon, as well as various ceramic products and their manufacturing techniques for daily use, construction, and industry; ceramic culture includes related tangible and intangible cultural heritage and its various forms of expression; the ceramic industry covers the entire industrial chain from R&D, production, and sales, as well as related areas such as brand building and cultural promotion.

  As the only project in the five-year legislative plan of the current Jiangsu Provincial People's Congress Standing Committee specifically supporting county-level development, the Regulations have dual significance: they represent a vivid practice of provincial-level legislation targeting county-level characteristic industries, and are also the first provincial-level special legislation enacted among numerous ceramic production areas in China.

  Based on the unique characteristics of Yixing ceramic culture, the Regulations use legal means to safeguard this cultural heritage that carries a thousand years of kiln fires and promote the living inheritance of Yixing ceramic culture, represented by purple clay pottery.

  Regarding cultural protection and inheritance, the Regulations include a dedicated chapter with clear provisions requiring the implementation of a cultural resource protection list system, strengthening diversified protection measures such as digital protection and rescue protection, and enhancing relevant intellectual property protection; supporting qualified Yixing ceramic intangible cultural heritage to apply for national and world-class projects, encouraging universities, enterprises, and other entities to carry out skill excavation and innovation, and supporting inheritors to continue the lineage of skills through apprenticeship; designating October of each year as "Yixing Ceramics Promotion Month," supporting media to carry out publicity and promotion, promoting museum construction and digital display, promoting the deep integration of ceramic culture and tourism, creating distinctive cultural tourism complexes and cultural and creative industrial parks, and continuously strengthening the brand influence of the ceramic capital city.

  Regarding the integration of culture and tourism, the Regulations further detail support measures: planning and constructing comprehensive ceramic culture experience complexes; supporting the development of distinctive tourism projects and the creation of tourism derivatives using industrial heritage and other resources related to Yixing ceramic culture; supporting the development of the ceramic cultural and creative industry; guiding social forces to invest in the construction of cultural and creative industrial parks; and promoting the transformation of cultural resources into development advantages.

  Regarding innovation-driven development, the Regulations focus on cultivating new productive forces in the ceramic industry, clearly stating the need to promote industrial transformation and upgrading, improve the industrial chain and supply chain, prioritize the development of advanced ceramic industries in fields such as new energy and energy conservation and environmental protection, and cultivate distinctive industrial clusters; support the construction of scientific research platforms and collaborative innovation; encourage enterprises to lead the tackling of key core technologies; promote the digital and international transformation of the industry; support enterprises in "intelligent transformation, digital transformation, and networking," expand international markets, expand business scale and improve market competitiveness through mergers and acquisitions, listing, etc.; strengthen geographical indication protection; regulate market order; and create a fair development environment.

  In terms of service and support, the Regulations clarify the responsibilities of governments at all levels, propose establishing a diversified funding mechanism, coordinating special support funds, and encouraging social capital and financial institutions to increase their support for the ceramics industry; improve talent cultivation and introduction policies, improve the talent evaluation system, support the construction of ceramics professional colleges and universities and in-depth cooperation between schools and enterprises, and strive to cultivate compound talents with both professional qualities and practical abilities; legally guarantee the reasonable land use needs for the development of the ceramics industry, revitalize idle rural housing resources, and provide spatial support for the development of new forms and models of the ceramics industry.
