
Southeast Asia Information Port News (www.dnyxxg.com) General Secretary of the Communist Party of Vietnam, To Lam, recently signed Resolution No. 02-NQ/TW of the Politburo, which specifically outlines the "Construction and Development of Hanoi, the Capital, in the New Era," clarifying the phased development goals, core tasks, and implementation measures for 2035, 2045, and 2065.
The resolution unifies understanding of Hanoi's status, role, and special importance as the capital, emphasizing that building the capital is the shared responsibility of the entire Party, the entire people, the entire army, and all levels of the political system, with the Hanoi Party Committee, government, and people bearing direct primary responsibility.
The resolution proposes to build Hanoi into a **"Cultural Heritage – Civilization – Modernity – Happiness" capital**, adhering to a people-centered approach, with the people as the main body, goal, and driving force of development; formulating a long-term and stable century-long urban master plan; constructing a unique and superior institutional mechanism; improving hierarchical and decentralized management; and building a loyal, clean, responsible, and strong capital Party Committee and political system. Phased Development Goals: 2035: Build a green, smart, and modern city with a thriving culture deeply integrated into the international community, becoming a safe, friendly, and highly attractive destination; rank among the leading education and medical centers in the Asia-Pacific region, as well as national and regional financial, trade, and innovation centers. 2045: Become a major innovation center in the Asia-Pacific region, possessing modern infrastructure and urban governance capabilities, with a significantly improved quality of life for its residents, building a civilized, safe, livable, and happy metropolis. 2065 (Centennial of the Capital's Liberation): Build a high-level, sustainable global city, ranking among the world's top capital cities in terms of quality of life and happiness index. Nine key tasks were outlined: 1. Coordinating long-term stability planning for the capital with a century-long vision; 2. Promoting regional synergy and integration, and enhancing connectivity; 3. Building groundbreaking institutional mechanisms to empower the capital's development; 4. Comprehensively promoting the capital's culture and improving citizens' civic virtues; 5. Establishing a new growth model for the capital; 6. Strengthening the capital's distinctive and advantageous industries; 7. Efficiently coordinating the development and utilization of various development resources; 8. Consolidating national defense and security, and maintaining social order and stability; 9. Enhancing the level of openness and internationalization, and strengthening the leadership, governance, and combat effectiveness of the capital's Party Committee. The Politburo of the Central Committee required Party organizations and the political system at all levels in Hanoi to earnestly implement the resolution, broadly build social consensus, give full play to the leading role of Party organizations, mobilize broad participation from the whole society, and ensure that the resolution is effectively implemented and benefits the people.
