The investigation revealed that Zhang Taisheng had lost his ideals and beliefs, deviated from his original aspirations and mission, and resisted organizational review; he breached the bottom line of integrity, engaged in profit-making activities in violation of regulations, accepted requests from others to inquire about case details, and accepted banquets and entertainment arrangements; he improperly inquired about case details; his greed swelled, and he used his position to steal public property, either alone or in collusion with others; he used public power as a tool to seize personal gain, engaged in large-scale power-for-money transactions, and used his position and the convenience afforded by his authority or status to seek benefits for others in procurement project contracting and other areas, illegally accepting huge amounts of money.
Zhang Taisheng seriously violated the Party's political discipline, integrity discipline, work discipline, and lifestyle discipline, constituting serious job-related violations and suspected crimes of embezzlement and bribery. Moreover, he did not restrain himself after the 18th National Congress of the Communist Party of China, making his actions serious in nature and having a negative impact, warranting severe punishment. Based on the relevant provisions of the "Regulations on Disciplinary Sanctions of the Communist Party of China," the "Supervision Law of the People's Republic of China," and the "Law of the People's Republic of China on Administrative Sanctions for Public Officials," the Standing Committee of the Guizhou Provincial Commission for Discipline Inspection decided to expel Zhang Taisheng from the Party; the Guizhou Provincial Supervisory Commission decided to dismiss him from public office; his illegal gains were confiscated; and his suspected crimes were transferred to the procuratorate for review and prosecution, with all related assets transferred as well.
