In his government work report, Wei Tao, Chairman of the Guangxi Zhuang Autonomous Region, stated that the region will further promote the three-year "Warm-hearted Civil Affairs" action plan, allocating 89.059 billion yuan to implement ten major projects to benefit the people, focusing on employment, social security, health, and other areas of people's livelihood, and wholeheartedly addressing the "top priority" of people's well-being.
Investment in health and wellness projects ranks first among all projects. Guangxi will allocate 31.033 billion yuan to implement financial subsidies for basic medical insurance, fully subsidize the personal contribution portion of urban and rural residents' medical insurance for severely disabled individuals, and strengthen standardized health management for key groups such as patients with chronic diseases, children, the elderly, and pregnant women. At the same time, Guangxi will expand the range of drugs and medical consumables procured through centralized volume-based procurement, implement a rehabilitation and nursing capacity expansion and improvement project, promote the "Pediatric and Mental Health Services Year" action, and continue to carry out the patriotic health campaign.
To ensure the elderly are cared for and the needy are assisted, Guangxi will allocate 28.044 billion yuan to implement social security projects benefiting the people. This includes continuing to increase basic old-age pensions for urban and rural residents, strengthening dynamic monitoring and regular assistance for people in difficulty, enhancing relief for those receiving minimum living allowances, and implementing living subsidies for border residents. The province will also further promote pilot programs for occupational injury protection for those in new employment forms. Furthermore, Guangxi will implement an "online network + offline grid" management model for elderly care services and social assistance, and promote the reform experience of "village-level elderly care service stations + elderly care assistants." It will strengthen care and protection for empty-nest elderly, children in difficult circumstances, and people with disabilities, and implement a long-term care insurance system. In addition, Guangxi will improve the basic funeral service system and promote the construction of a "one-card" system for resident services based on social security cards.
Education is the foundation of people's livelihood, concerning the expectations of thousands of families and the future development of the region. Guangxi will implement a science and education benefiting the people project, raising 13.325 billion yuan to improve the quality of basic education by strengthening village primary schools, empowering town middle schools, and revitalizing county middle schools, improving nutrition for rural compulsory education students, and strengthening academic and living assistance for students in difficulty. Meanwhile, Guangxi will implement a project to "climb to the peak and strengthen distinctive features" in higher education institutions; promote the substantive operation of the Guangxi Higher Education Research Institute under the Ministry of Education; and increase the supply of ordinary high school places and enrollment in high-quality universities. In addition, the region will build city-level industry-education consortia and industry-education integration communities; strengthen general education in artificial intelligence across all educational levels; construct a smart education experimental zone in border schools; strengthen the ideological and moral education and mental health work for minors; and enhance teacher welfare guarantees.
Employment is the foundation of people's livelihood. Regarding employment security, Guangxi will allocate 700 million yuan to implement an employment benefit project, carrying out actions to stabilize, expand, and improve employment; strengthen vocational skills training for medical caregivers and elderly caregivers; stabilize employment for key groups such as college graduates and migrant workers, and assist disadvantaged groups in finding employment; strengthen the employment placement of veterans; promote the construction of a youth-friendly Guangxi; and ensure that migrant workers' wages are paid on time and in full.
Furthermore, Guangxi is simultaneously increasing its efforts in people's livelihood security in areas such as housing, agriculture, ecology, water conservancy, culture and sports, and transportation, comprehensively strengthening people's well-being. Among these initiatives, the affordable housing project will help over 80,000 households realize their dream of a comfortable home; the agricultural assistance project focuses on farmland construction and utilization, and the distribution of agricultural subsidies, while also supporting industrial development and infrastructure construction in underdeveloped areas, and consolidating and upgrading rural power grids; the ecological project will implement forest ecological benefit compensation, promote the remediation of sewage outlets into rivers, and comprehensively improve the rural environment; the water conservancy project will implement soil and water conservation, small and medium-sized river management, and other projects to ensure rural drinking water safety, upgrade and renovate medium-sized irrigation areas, and construct small-scale agricultural water conservancy facilities; the cultural and sports project will ensure the free opening of public cultural venues, improve facilities such as fitness centers and rural libraries, and enhance public broadcasting and television services in border areas, as well as implement artistic creation projects; and the transportation project will focus on improving the refinement of safety facilities on ordinary highways.
