  Southeast Asia Information Port News (www.dnyxxg.com) Recently, at Qinzhou Port, the international gateway port of the Western Land-Sea New Corridor, a cargo ship fully loaded with 35 containers of Indonesian shortening, after being supervised by customs officers from Qinzhou Port Customs (under the jurisdiction of Nanning Customs), was transferred to a special sea-rail intermodal train for the Western Land-Sea New Corridor and dispatched to Chongqing. Simultaneously, another batch of ammonium phosphate, transported via the "domestic and foreign trade on the same ship" model, was transshipped through Yangpu Port in Hainan to Myanmar.

  It is reported that this batch of goods adopted the new multimodal transport supervision model for import and export goods, combining sea-rail and water-to-water transshipment, promoted by the General Administration of Customs. This achieved a "single bill of lading" system throughout the entire process, marking the official implementation of this pilot program in Guangxi. This will improve the efficiency of multimodal transport goods at ports, transshipment points, and competent authorities, effectively reduce logistics costs, and serve the new development pattern of domestic and international dual circulation.

  Xie Minglan, a representative from Sinotrans Guangxi Co., Ltd., stated, "The new customs policy truly achieves 'one-time entrustment, one-stop service, and one-container service.' Procedures that previously required multiple steps have now been integrated; data processing has replaced manual labor, making cargo transit times more predictable, our scheduling more flexible, and overall costs significantly reduced."

  Furthermore, the new policy supports flexible adjustments to transshipment locations after customs review during transit; allows for the separate processing of departure procedures for the same batch of goods; supports consolidation and deconsolidation of eligible goods; and allows goods to be cancelled for export after the multimodal transport application is released, without needing to be returned to the point of origin.

  As a core hub of the Western Land-Sea New Corridor, Guangxi's pioneering implementation of a new multimodal transport regulatory model not only further improves the efficiency of Qinzhou Port's cargo handling and distribution, strengthens its role as an international gateway port, but also more precisely aligns with the needs of the Hainan Free Trade Port construction. It optimizes the water-to-water transshipment link between Qinzhou Port and Yangpu Port, creating a more efficient and economical logistics channel for the import and export of foreign trade goods from Southwest China via the two ports. While serving the domestic and international dual circulation strategy, this also contributes to the coordinated and high-quality development of the Western Land-Sea New Corridor and the Hainan Free Trade Port.
