The investigation revealed that Huang Xianchang lost his ideals and beliefs, betrayed his original aspirations and mission, engaged in opportunism and political maneuvering within the Party; disregarded the spirit of the Central Eight-Point Regulation, illegally accepting gifts and money; breached the bottom line of integrity, accepting travel arrangements that could affect the impartial performance of his official duties; improperly performed his duties, condoning illegal mining activities, causing a negative impact; abused his power for personal gain, turning public power into a tool for seeking personal profit, engaging in large-scale power-for-money transactions, using his position to seek benefits for others in project contracting and payment of project funds, and illegally accepting huge amounts of money and property.

Huang Xianchang seriously violated the Party's political discipline, integrity discipline, and work discipline, constituting serious job-related violations and suspected bribery crimes. Moreover, he did not restrain himself after the 18th National Congress of the Communist Party of China, making his actions serious in nature and having a negative impact, warranting severe punishment.
