  Southeast Asia Information Port News (www.dnyxxg.com) – To implement the Spring Festival travel rush work arrangements of the CPC Central Committee and the State Council, the State Post Bureau recently issued the "Work Plan for Guaranteeing Postal and Express Delivery Services during the 2026 Spring Festival Travel Rush" (hereinafter referred to as the "Work Plan"). The Plan emphasizes the need to coordinate the satisfaction of the public's postal and express delivery needs with the protection of the legitimate rights and interests of delivery personnel, and to solidly ensure the delivery and express delivery service guarantee work during the 2026 Spring Festival travel rush.

  The Work Plan points out that this year's Spring Festival travel rush will begin on February 2nd and end on March 13th, lasting 40 days. The industry will experience three stages: the peak of New Year's goods delivery before the Spring Festival holiday, the decline in business volume during the Spring Festival holiday, and the rapid recovery of service demand after the Spring Festival holiday. Key tasks include conscientiously meeting the public's postal and express delivery needs, legally protecting the legitimate rights and interests of delivery personnel, and maintaining the safe operation of the industry.

  The Work Plan emphasizes the need to fully guarantee the delivery service of New Year's goods before the Spring Festival, effectively guarantee the basic delivery service needs during the Spring Festival holiday, and orderly organize the industry's resumption of production and operation after the holiday. Postal and express delivery companies should focus on the public's demand for New Year's goods before the festival, promptly collect goods, and provide delivery services as agreed. China Post Group Corporation must ensure the continued provision of universal postal services. All express delivery companies must scientifically predict changes in business volume, rationally formulate operational plans for the Spring Festival holiday, and publicly announce service hours and service areas in advance, strictly adhering to the announced information to meet basic delivery service needs during the Spring Festival holiday.

  The "Work Plan" clarifies that the legitimate rights of couriers to rest and vacation during the Spring Festival travel rush must be guaranteed, wages must be paid on time, a sound mechanism for responding to courier complaints must be established, and the legitimate rights and interests of couriers must be effectively protected. Postal and express delivery companies must implement staggered holiday schedules and compensatory leave based on changes in business volume and the individual wishes of couriers. Couriers must not be forced to remain on duty or return to work after the holiday through methods such as deposits, withholding fees, or performance-based refunds. Overtime wages and holiday subsidies must be paid promptly and in full to couriers who remain on duty during the Spring Festival holiday, and efforts must be made to ensure their catering, accommodation, and medical services. Couriers' wages must be settled promptly, and wage and delivery fee arrears must be prevented to legally protect couriers' labor income.

  The "Work Plan" emphasizes strengthening security management of the postal and express delivery channels, conducting safety hazard investigations, ensuring the stability of the last-mile network, and resolutely maintaining industry safety and stability. Postal and express delivery companies must strictly implement the "three systems" of real-name registration, inspection upon receipt, and security screening, strictly preventing flammable and explosive materials, hazardous chemicals, and firearms from entering the postal and express delivery channels, and strictly prohibiting the illegal delivery of fireworks and firecrackers. A dynamic zero-tolerance management system for major accident hazards must be implemented to resolutely prevent major safety accidents. Strict implementation of safety regulations regarding fire safety, electricity use, vehicle traffic, and machinery operation is required to improve the level of standardized safety management. Close attention must be paid to forecasts and warnings issued by meteorological departments, and preparations must be made for prevention and emergency response to weather conditions such as low temperatures, rain, snow, freezing, and cold waves.

  The "Work Plan" also clarifies four safeguard measures: effectively strengthening industry supervision during the Spring Festival travel season, continuously conducting operational monitoring and command and dispatch, comprehensively strengthening user complaint handling, and enhancing care, support, and public awareness campaigns.
