The meeting clarified new understandings of economic work under the new circumstances: It is imperative to fully tap economic potential, adhere to a combination of policy support and reform and innovation, ensuring both "flexible deregulation" and "effective management," and closely integrate investment in both material and human resources, while strengthening internal capabilities to address external challenges.
The meeting acknowledged that my country's economic development still faces both old problems and new challenges. The external environment is increasingly impacting the economy, the contradiction between strong supply and weak demand is prominent, and there are numerous risks and hidden dangers in key areas. However, these are mostly issues arising from development and transformation. The fundamental trend of my country's long-term economic growth remains unchanged, and it is necessary to maintain confidence and consolidate the momentum of steady economic growth.
The meeting emphasized that economic work in 2026 should be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to the general principle of seeking progress while maintaining stability, fully and accurately implement the new development philosophy, focus on promoting high-quality development, develop new types of productive forces according to local conditions, deepen the construction of a unified national market, continuously prevent and resolve risks in key areas, and promote effective qualitative improvement and reasonable quantitative growth of the economy, achieving a good start to the "15th Five-Year Plan."
In terms of policy orientation, we will adhere to the principle of seeking progress while maintaining stability, improving quality and efficiency, and increasing counter-cyclical and cross-cyclical adjustments. Regarding fiscal policy, we will continue to implement a more proactive fiscal policy, optimize the expenditure structure, safeguard the basic needs of the people at the grassroots level, and insist that Party and government organs live frugally. Regarding monetary policy, we will implement a moderately loose monetary policy, flexibly utilize tools such as reserve requirement ratio cuts and interest rate cuts, guide financial institutions to support key areas, and maintain the basic stability of the RMB exchange rate. At the same time, we will enhance the consistency of macroeconomic policy orientation and improve the expectation management mechanism.
The meeting identified eight key tasks for 2026: First, adhere to domestic demand as the main driver, implement special actions to boost consumption, stabilize investment, and promote high-quality urban renewal; second, adhere to innovation-driven development, promote the integrated development of education, science and technology talent, build three international science and technology innovation centers, and deepen and expand "artificial intelligence +"; third, adhere to reform and tackling key challenges, formulate regulations for the construction of a unified national market, deepen reforms related to state-owned assets and enterprises and the private economy, and promote market-oriented reforms of factors of production; fourth, adhere to opening up to the outside world, steadily promote institutional opening up, develop digital trade and green trade, and promote high-quality development of the Belt and Road Initiative; fifth, adhere to coordinated development, coordinate urbanization and rural revitalization, strictly adhere to the red line for arable land, and support major economic provinces to play a leading role; sixth, adhere to "dual-carbon" guidance, promote energy conservation and carbon reduction in key industries, accelerate the construction of a new energy system, and win the battle against pollution; seventh, adhere to people's livelihood as the top priority, stabilize employment for key groups, optimize the supply of education and medical resources, and care for disadvantaged groups; eighth, adhere to safeguarding the bottom line, implement city-specific policies to stabilize the real estate market, and actively resolve local government debt risks.
The meeting emphasized the need to unify thinking, grasp key priorities, and enhance the synergy between reforms and policies. It stressed strengthening the Party's overall leadership over economic work, establishing a correct view of performance, formulating the 15th Five-Year Plan and special plans, and creating a favorable development environment. Simultaneously, it called for ensuring the supply of essential goods and services for people in need, providing assistance to those in difficulty, and maintaining workplace safety at the end of the year and the beginning of the new year.
