
Southeast Asia Information Port News (www.dnyxxg.com) – On the 3rd, at the Baiyin special session of the series of special press conferences on the three-year action plan for optimizing the business environment in Gansu Province, held by the Gansu Provincial Government Information Office, Ge Yonghong, member of the Standing Committee of the Baiyin Municipal Party Committee and Executive Vice Mayor of the Municipal Government, introduced that the city regards optimizing the business environment as a "lifeline" project, using precise services, preferential policies for enterprises, and powerful reforms to polish the city's new "new" business environment image, attracting businesses from near and far.
According to reports, in the first three quarters, Baiyin's GDP reached 59.166 billion yuan, with a growth rate of 7%. Major economic indicators showed steady growth, and the supporting role of the business environment was significantly strengthened.
Since the beginning of this year, Baiyin City has fully implemented the fair competition review system, cleaned up and abolished 17 laws and policies, and handled 14 cases of unfair competition. Public resource transactions have achieved 100% "non-contact bidding," and related platforms have won national innovation awards. Through mechanisms such as "contractual support" and "six mandatory visits," 31,000 visits have been made to enterprises, resolving 637 difficulties and problems. Baiyin High-tech Zone took the lead in establishing a Business Environment Construction Bureau, and its case was selected as one of the top 100 business environment cities nationwide.
Baiyin City also deepened the "efficient completion of one matter" reform, reducing processing time by 456 working days and streamlining 113 documents. The online availability rate of government services remained at 100%, with a 99.4% online processing rate. Business registration can now be completed in one visit, and the total number of business entities in the city exceeded 160,000. Significant achievements have been made in digital government construction, with the "Artificial Intelligence + Government Services" case selected as a national innovation achievement.
It is worth mentioning that Baiyin City adheres to a "multi-platform" approach, resulting in more robust and effective resource guarantees. For example: 21,000 mu of land was guaranteed for key projects, with 3,000 mu supplied using the "standard land" method; over 10 billion yuan in credit was granted to SMEs through various channels, with new loans on the platform increasing by 55.2%; 32,000 jobs were provided online and offline, and 28.76 million yuan in job stabilization funds were distributed to over 2,400 enterprises; 138 high-tech enterprises were established, and the city was selected as a pilot for the national intellectual property powerhouse construction; and tax and fee preferential policies were shifted from "general notification" to "precise targeting," reducing the burden on enterprises by 530 million yuan.
Regarding optimizing the legal environment, Baiyin City innovatively implemented "sensible service and seamless supervision," reducing the frequency of enterprise-related inspections by 30%. 428 flexible enforcement items were clarified, and over 150,000 cases were handled. The success rate of dispute mediation reached 99.5%, and the case completion rate for civil and commercial cases within the time limit was 98.6%. Law enforcement supervision was strengthened through joint efforts to investigate and rectify irregular enforcement issues.
Baiyin City seized the opportunities presented by the Belt and Road Initiative, promoted the regular operation of international freight trains, and implemented a pilot project for copper concentrate inspection. The Baiyin District has deepened its efforts to attract large, strong, and leading enterprises, resulting in the successive settlement of a number of major projects.
"A superior business environment has transformed into a powerful magnet for investment," said Pan Hu, Deputy Secretary of the Baiyin District Committee and Acting District Head. He explained that the district's in-depth implementation of the "Attracting Large, Strong, and Leading Enterprises" initiative has precisely targeted high-quality companies, creating the "Baiyin Speed"—projects went from negotiation to signing in just 40 days, and from groundbreaking to production in just one year.
He Qing, Director of the Baiyin Municipal Bureau of Business Environment Construction, stated that Baiyin City, with "efficiently completing one task" as its guiding principle, has promoted a comprehensive leap in government services from "being able to do it" to "being easy to do it, fast to do it, and warm to do it" through a "four-wheel drive" approach: platform integration, process reengineering, digital empowerment, and service innovation.
