Southeast Asia Information Port (www.dnyxxg.com) – The Prime Minister of Vietnam recently officially signed a decision approving the implementation of the Action Plan配套 (hereinafter referred to as the "Action Plan") for the ASEAN Economic Community Strategic Plan 2026-2030 and 2031-2035. Based on Vietnam's development realities, this plan aims to comprehensively, promptly, and efficiently implement the ASEAN Economic Community strategic deployment, promote Vietnam's deep integration into the regional economic integration process, and enhance the country's overall competitiveness and voice within ASEAN.
I. Core Objectives: Anchoring Compliance and Collaboration to Solidify the Foundation for Integration The Action Plan clarifies two core objectives: First, to comprehensively improve the laws, regulations, and mechanisms in key areas such as commodity trade, investment cooperation, competition policy, intellectual property protection, customs supervision, trade facilitation, logistics systems, e-commerce, digital economy, green economy, circular economy, smart city construction, and next-generation economic corridors, ensuring consistency with relevant ASEAN commitments and international practices; second, to focus on improving cross-departmental coordination efficiency, strengthening the performance capabilities of relevant agencies, and establishing a regular consultation and information sharing mechanism between national management departments and the business community, thus removing institutional obstacles to regional economic integration.
II. Core Objectives: Activating Market Opportunities and Promoting High-Quality Integration into the Action Plan. This action plan simultaneously focuses on three practical orientations: First, assisting Vietnamese enterprises in fully seizing the opportunities presented by the unified ASEAN market, deepening trade and investment cooperation, and deeply embedding themselves in regional supply and industrial chains; second, enhancing the awareness and integration capabilities of ministries, local governments, industry associations, and enterprises regarding ASEAN Economic Community rules, and promoting the deep integration of digital transformation, innovation-driven development, and sustainable development; third, improving the monitoring, evaluation, and oversight mechanisms for the implementation of ASEAN Economic Community commitments, closely linking regional commitments with national development strategies and priorities, empowering domestic economic and social development, optimizing the business environment, actively participating in the ASEAN Economic Cooperation Initiative, and contributing Vietnamese strength to building a united, dynamic, adaptable, innovative, and inclusive ASEAN Economic Community.
III. Six Strategic Goals: Clarifying the Path to Regional Integration. The Action Plan requires all ministries and local governments to formulate specific implementation plans based on their specific circumstances, focusing on supporting the achievement of the following six strategic goals: An Action-Oriented Community: Using new competitiveness as its core, contributing to the construction of an ASEAN common market and a unified production base; A Sustainable Community: Fully integrating climate change-related factors and policies into all areas of economic cooperation; An Innovative Community: Fostering a regional innovation ecosystem that encourages innovation and breakthroughs; A Proactive and Adaptive Community: Strengthening ASEAN's participation and influence in the global agenda; An Agile and Resilient Community: Enhancing the resilience of the ASEAN Economic Community and its people in the face of various shocks, crises, and upheavals; An Inclusive and Integrated Community: Building a people-centered ASEAN, promoting joint participation and win-win cooperation, ensuring no one is left behind.
IV. Key Implementation Measures: Ensuring Effective Implementation To ensure the achievement of the goals, the action plan outlines several key implementation measures: First, fully integrating the ASEAN Economic Community strategic plan into Vietnam's domestic development mechanisms and policy system; second, improving the information reporting, monitoring, evaluation, and feedback system, and strengthening process control; third, increasing publicity and mobilization efforts, and efficiently integrating and utilizing various resources; fourth, improving organizational structure and enhancing the professional capabilities of the cadre team; fifth, fully leveraging the synergistic effects of the ASEAN-Party Free Trade Agreement and the Regional Comprehensive Economic Partnership (RCEP); and sixth, strengthening the publicity and interpretation of the ASEAN Community and the ASEAN Community Vision 2045, and building consensus across society.
