This is the No. 1 Central Document for 2026, and the 14th consecutive No. 1 document guiding work related to agriculture, rural areas, and farmers (the "three rural issues") issued since the 18th CPC National Congress. On February 4, the State Council Information Office held a press conference on this matter. Reporters learned at the conference that the scale of employment for people lifted out of poverty in my country has remained stable at over 30 million for five consecutive years, marking the successful completion of the five-year transition period task of consolidating and expanding the achievements of poverty alleviation and effectively connecting with rural revitalization.
Han Wenxiu, Deputy Director of the Central Financial and Economic Affairs Commission and Director of the Central Rural Work Leading Group Office, introduced that in the past year, work related to agriculture, rural areas, and farmers overcame the adverse effects of severe natural disasters and other factors, achieving steady progress and a positive trend. The achievements of poverty alleviation continued to be consolidated and expanded, and the growth rate of per capita disposable income of farmers in poverty-stricken counties continued to be higher than the national average.
Han Wenxiu stated that the CPC Central Committee has clarified the overall requirements for normalized assistance in the future, and this year's No. 1 Central Document has made specific arrangements. Various supporting policies are also being formulated and issued as soon as possible. Consolidating and expanding the achievements in poverty alleviation is a long-term task. We must continue to tighten and solidify our responsibilities, integrating routine assistance into the overall implementation of the rural revitalization strategy to ensure that the bottom line of preventing large-scale relapse into poverty is maintained in the long term.
To achieve routine and precise assistance, Han Wenxiu outlined the key directions for future work in four aspects:
**Dynamic management of assistance recipients:** Monitoring and assistance to prevent relapse into poverty will cover the entire rural population; anyone at risk can be included in monitoring and assistance.
**Precision and efficiency in assistance methods:** We must strengthen development-oriented assistance, leverage the role of social assistance as a safety net, focus on enhancing endogenous driving forces, and prevent "blanket" or "wait-and-see" approaches.
**Stratification and classification in assistance areas:** Key counties for rural revitalization will be designated as assistance units for underdeveloped areas. 160 national-level key counties for rural revitalization and a number of provincial-level key counties for rural revitalization have been identified, and concentrated support will continue to be provided in areas such as finance, land, and talent. Policies to improve infrastructure and enhance public services will be implemented to support the overall development of these areas.
**Maintaining overall stability in assistance policies:** In terms of fiscal investment, financial support, and resource allocation, we will avoid abrupt changes and sudden stops, maintaining the stability of the central government's regular assistance funds and the investment from provincial and municipal levels. At the same time, we will continue to implement effective systems and mechanisms such as the five-level leadership system, east-west cooperation, targeted assistance from central government units, and the selection and dispatch of village-based first secretaries and work teams.
