Based on its strategic positioning as a national integrated computing power network hub and data center cluster, the old revolutionary base area of Qingyang has written a new chapter in attracting investment through the "Eastern Data, Western Computing" model.
As one of the eight national integrated computing power network hubs and ten data center clusters, the Qingyang Eastern Data, Western Computing Industrial Park was approved as a provincial-level development zone at the end of 2024. In terms of optimizing the business environment and serving computing power enterprises, this park, as the main body and core area for data center construction, has launched a series of innovative measures to attract digital enterprises to cluster.
Zong Tingzuo, Secretary of the Party Working Committee and Director of the Management Committee of the Qingyang Eastern Data, Western Computing Industrial Park, answered reporters' questions, stating that as a core platform for the development of the digital economy, the park has built a full-chain, all-round service system, continuously improving its "last mile" work, including proactive services, expedited processing, and comprehensive measures, making investment attraction more humane and implementation more efficient.
In terms of proactive services, the park has implemented a "one project, one dedicated team" mechanism for major projects. The Qingyang Municipal Party Committee and Government lead a comprehensive, integrated investment promotion effort, and various municipal departments have established dedicated mechanisms for digital economy investment attraction and implementation, providing full-lifecycle, all-element services from project negotiation and signing to operation. An innovative city-county investment attraction project implementation service team has been established, providing full-process monitoring, assistance, and support. It has connected with 6,463 digital enterprises, signed contracts with 1,522, and facilitated the implementation of over 500 projects. A number of industry leaders, including Kingsoft Cloud, Alibaba, and Baidu, have established operations there.
Simultaneously, the park has opened direct bus routes to the city center, built "ready-to-move-in" talent apartments, and organized enterprises to apply for various special policies, comprehensively guaranteeing enterprise development and talent needs.
To reduce the costs of enterprise entry and operation, the park has innovatively implemented a "conditional acceptance" model, establishing a special list of items that allows enterprises, with clear investment intentions and high industry matching, to accept applications with incomplete documentation through a commitment process, with the application process initiated at the service window first.
To date, the park has processed 43 applications for electricity connection and temporary land use approvals for 16 companies, including Huaqing Supercomputing, with incomplete documentation, enabling them to "start construction immediately upon land acquisition." This significantly reduces the companies' pre-construction preparation time and effectively stimulates market vitality.
Regarding enhancing core competitiveness, the park has implemented comprehensive measures to create a "low-cost, high-value-added" entrepreneurial environment. Through policy incentives such as separate energy consumption quotas, special subsidies for talent, and computing power vouchers, the park reduces the development costs for enterprises. It accelerates the construction of "seven connections and one leveling" infrastructure, promotes the delivery of cleared land after land acquisition, and introduces energy storage projects and waste heat and pressure recovery and greywater recycling projects, reducing the burden on enterprises from both the investment and operation ends.
Currently, the park's computing resources have been exported to 34 cities, including Ganzhou and Nanjing, and have also radiated to low-altitude, agricultural, and industrial fields. By the end of the year, the intelligent computing scale will reach 114,000 petabytes, making it an important green intelligent computing support base for the national AI industry. Liu Changfa, Standing Committee Member of the Qingyang Municipal Party Committee and Executive Vice Mayor, stated when introducing Qingyang's main achievements in optimizing its business environment that Qingyang's innovation in digital economy investment is a vivid microcosm of the city's efforts in this regard. Relying on five major measures—upgrading government services through five key channels, providing inclusive and prudent law enforcement and supervision, ensuring a comprehensive legal environment, guaranteeing precise supply of essential resources, and providing regular and long-term assistance to enterprises—Qingyang has built a comprehensive support system for its business environment.
Based on this, Qingyang's business environment evaluation consistently ranks among the top in Gansu Province, its urban credit monitoring ranks 14th among 261 prefecture-level cities nationwide, its investment attraction has increased by tens of billions of yuan for three consecutive years, and its digital economy output has achieved a multi-fold leap. Moving forward, Qingyang will continue to deepen the optimization of its business environment, strengthen system support and innovation breakthroughs, and make the East-West Data and Computing Industrial Park a fertile ground for more digital enterprises, empowering the entire region's digital transformation with computing power.
