According to reports, the establishment of the Alliance is an important measure for Chongqing to implement the national software development strategy and iteratively upgrade the "Full Sky of Stars" action plan. Based on the "root technology" of open source HarmonyOS, it will deeply connect with the construction needs of Chongqing's "33618" modern manufacturing cluster system, promote the deep integration of independent open source technology with local advantageous industries, and comprehensively cover the entire industrial chain of open source HarmonyOS ecosystem research and development, production, application, service, and talent training.
Focusing on "open source sharing and collaborative construction," the Alliance will integrate resources from multiple parties, and through collaborative efforts in "industry-academia-research-application," create a number of open technology resources and application scenarios, and build a number of open source HarmonyOS benchmark cases with Chongqing distinctiveness and national influence, driving Chongqing to become a national highland for open source HarmonyOS application innovation ecosystem.
Yang Fan, member of the Party Committee and Deputy Director of the Chongqing Municipal Commission of Economy and Information Technology, introduced that in recent years, Chongqing has deeply implemented the "Full Sky of Stars" action plan for the software and information service industry. From January to October this year, Chongqing's industrial software product revenue increased by 12.5% year-on-year. Several landmark achievements were made in key technologies, with breakthroughs in independently developed scientific engineering computing and modeling simulation software. Next, Chongqing will prioritize attracting software and information technology talent and further promote the "Full Sky of Stars" initiative. It will continue to optimize the intelligent technology system for software engineering, promote the deep integration of AI technology with the entire industrial software chain, encourage leading manufacturing enterprises to systematically and chain-wise open-source scenarios, guide the coordinated planning, deployment, and implementation of software and hardware in digital transformation, accelerate the cultivation of open-source ecosystems such as HarmonyOS, effectively improve the supply capacity and large-scale application of industrial software products, and accelerate the convergence of industrial development efforts.
Chongqing has hosted the China Industrial Software Conference for five consecutive years. This year's conference, themed "Strengthening the Foundation of Industrial Software and Expanding the Intelligent Manufacturing Ecosystem," included a series of activities such as an industrial software exhibition, a supply and demand matchmaking meeting for the integration of industrial software and manufacturing, an industrial software investment and financing matchmaking event, and an industrial development negotiation meeting. Huang Maojun, Secretary of the CPC Yuzhong District Committee of Chongqing Municipality, stated in his keynote speech, "Intelligent Leadership, Integrated Innovation: Building a High-Level Software and Information Industry Cluster," that in recent years, Yuzhong District has consistently prioritized technological innovation as the primary driving force for shaping regional development advantages. It has accelerated the integration of the industrial chain, innovation chain, capital chain, and talent chain, promoting the clustering and vigorous development of the software and information industry. The district's scientific research service industry accounts for over 30% of the city's total, and its software and information industry revenue accounts for one-tenth of the city's total. The revenue growth rate of the large-scale software and information service industry has exceeded 20% for five consecutive years. In the future, Yuzhong will actively develop new business models and empower new scenarios, striving to achieve a total software business revenue exceeding 100 billion yuan by the end of the 15th Five-Year Plan period.
