Beijing's Yizhuang district has established the city's first OPC community approval business guidance workstation.

  Southeast Asia Information Port News (www.dnyxxg.com) On May 7th, Zhang Qi, the legal representative of Beijing Shaonian Xuhao Technology Co., Ltd., successfully obtained his business license at the Modular OPC Community Approval Business Guidance Workstation (hereinafter referred to as the Workstation) in the Beijing Economic-Technological Development Area (hereinafter referred to as Beijing EKDA, also known as Beijing Yizhuang). Without leaving the community or making any trips back, the entire process, from initial consultation to receiving the license, took less than 30 minutes.

  "One-Stop Fast Processing" for Entry-Exit Matters

  Upon entering Beijing's first OPC (One-Person Company) Community Approval Business Guidance Workstation, the first thing that catches the eye is the OPC enterprise entry flowchart posted on the outer wall. This flowchart clearly marks who to contact, what materials are needed for establishment, and the approximate processing time, providing entrepreneurs with a clear understanding of the steps before even entering. Inside the office area, the space is divided into assistance, printing, and acceptance/review areas, with each functional area clearly defined. Businesses can complete the entire process from information submission to license issuance without any extra hassle.

  "Since you're involved in digital human creation, we've compiled a recommended list of industries you can refer to, such as digital culture and media technology. After selecting an industry, the system will automatically display the corresponding main business direction. Just check the 'OPC + Digital Human Creation Company Package' for your business scope; everything is pre-matched," a staff member explained to Zhang Qi, pointing to the screen in the assistance area.

  It is understood that the workstation integrates the entire chain of matters, including business registration, tax registration, and bank account opening, through the Beijing Enterprise Service e-Window platform. It also offers a "two-free-one-package" service—no need to submit copies of property ownership certificates or ID cards; it provides corresponding enterprise establishment themed packages, quickly completing information filling and achieving "extremely simplified processes and rapid completion."

  Huang Hai, Deputy Director of the Beijing Economic-Technological Development Area Administrative Approval Bureau, stated that the workstation not only provides face-to-face guidance and assistance services but also simultaneously supports three modes: self-service online processing, self-service offline processing, and assisted processing, achieving "on-the-spot completion of business and immediate issuance of licenses." To address the flexible work arrangements of OPC (Optical Processing) startups, the workstation has innovatively launched a 7x12 hour all-day appointment approval service, breaking the limitations of conventional working hours and providing businesses with a more flexible and convenient approval service experience.

  Services are tailored to specific needs.

  In terms of service precision, the workstation provides "categorized support" for OPC businesses of different business types. Huang Hai stated that entrepreneurs often face the challenge of "inaccurate industry name selection" and "incorrect main business description" at the initial stage of establishment. To address this, the Beijing Economic-Technological Development Area has specifically compiled a district-level industry name recommendation list. After a company selects an industry name, the corresponding main business direction can be automatically generated by the system or adjusted manually, solving the problem of "where to start."

  Building upon this foundation, and leveraging the OPC enterprise-specific service module of the Beijing Enterprise Service e-Window platform, companies can precisely choose from 12 themed packages, such as "OPC + Large Model Development Company" and "OPC + Intelligent Agent Development Company." 163 highly relevant business scope terms cover three mainstream business formats: AIGC content creation, hardware customization development, and software R&D, with flexible additions and adjustments supported. The combined services at both the municipal and district levels eliminate the need for companies to blindly choose from unfamiliar terminology, achieving "letting professionals provide the professional packages."

  Nearly 20 OPC companies have already had their business licenses processed on-site.

  This workstation, officially launched on April 8th of this year, was jointly established by the Beijing Economic-Technological Development Area Administrative Approval Bureau, the Information Technology Bureau, and the Yiqi Service Port. Located on the 5th floor of Building 5, Area A of the National Information Technology Innovation Park, it shares office space with OPC companies, deeply embedding itself in the community's entrepreneurial ecosystem and possessing collaborative capabilities in "approval + resource + industry services."

  Since its launch over a month ago, the workstation has provided on-site or online consulting services to more than 50 companies and successfully processed business licenses for nearly 20 OPC companies on-site, with the entire process from entry to license issuance completed within 30 minutes. Huang Hai stated that it is expected to serve over 100 OPC companies by the end of this year, handling over 300 business transactions and benefiting more than 300 entrepreneurs in the artificial intelligence field.

  Next, the Beijing Economic-Technological Development Area will continue to optimize its service model based on the actual needs of entrepreneurs in new business models. Using this workstation as the core platform, it will deepen the reform of approval services for new business models, gradually expanding its service boundaries. It plans to replicate and promote this model in key industrial clusters such as the International Pharmaceutical Innovation Park (BioPark), and promote the establishment of more specialized approval guidance workstations tailored to local conditions, benefiting a wider range of innovation entities.
