Southeast Asia Information Port News (www.dnyxxg.com) – The opening ceremony of the 2026 Zhongguancun Forum Annual Meeting was held in Beijing on the 25th, releasing 40 support policies for the Beijing (Beijing-Tianjin-Hebei) International Science and Technology Innovation Center, jointly launched by relevant national ministries and central government units.
Regarding strengthening the strategic layout of scientific and technological forces, the support policies allow universities and research institutes affiliated with central government departments to apply local science and technology policies, provided they comply with national regulations; explore the establishment of a joint fund for the National Natural Science Foundation of China in the Beijing-Tianjin-Hebei region, supporting high-level new R&D institutions and enterprise-based science and technology innovation platforms to participate in the application; and promote the high-quality construction of regional technology transfer and transformation centers in universities.
Regarding promoting the deep integration of scientific and technological innovation and industrial innovation, the support policies propose establishing an artificial intelligence industry sandbox regulatory system and improving the risk monitoring and early warning mechanism; for innovative drugs, clinically urgently needed drugs, and multivalent vaccines with special requirements for production processes and facilities, support the Beijing-Tianjin-Hebei region in exploring segmented production models; and encourage commercial health insurance to include the costs related to innovative drugs and medical devices within the scope of commercial health insurance coverage.
The supporting policies mention improving the comprehensive support services for foreign talent, facilitating their entry, exit, and residence, optimizing the "green channel" for work permit processing for high-level overseas talent, and steadily expanding the scope of recognition for overseas professional qualifications.
The supporting policies also include allowing domestic innovation entities to jointly undertake major scientific and technological tasks with overseas institutions; supporting the demonstration of reforms to open up the environment for scientific and technological innovation, conducting policy stress tests on aspects such as foreign talent practicing in China and cross-border R&D layout of enterprises; supporting the implementation of pilot policies for the development of foreign-invested R&D institutions in the Beijing-Tianjin-Hebei region; and carrying out pilot programs for cross-border equity investment, supporting equity investment institutions to "bring in" and "go out," etc. (End)
