1,586 delegates gathered, representing over 5.6 million Party members nationwide, conveying the voices of the grassroots and carrying the expectations of the people. The congress, guided by the principles of "unity-democracy-discipline-breakthrough-development," summarized the achievements of nearly 40 years of reform and the work of the 13th National Congress, outlining the development path for 2026-2030 and the long-term vision for 2045, with the theme of uniting efforts to move towards socialism.
During the 13th National Congress, Vietnam withstood challenges such as the pandemic, economic turmoil, and geopolitical conflicts, consolidating the foundation for development through the leadership of the Party and the unity of the entire nation. In 2025, Vietnam's GDP growth rate reached 8.02%, exceeding US$500 billion, with per capita income surpassing US$5,000. Institutional streamlining and reform simultaneously improved administrative efficiency and public services.
Several livelihood-related measures continued to be implemented, garnering public support: Tuition fees for public schools from preschool to high school will be waived starting in the 2025-2026 academic year, and students in private schools will receive subsidies. The plan to provide free healthcare to all citizens from 2030 to 2035 is also underway. Last year, hundreds of major projects nationwide (with a total investment of nearly VND 1650 trillion) were launched, covering multiple sectors and creating jobs.
The draft political report is permeated with the "people-centered" philosophy, with nearly 14 million comments demonstrating the alignment of the Party's will with the people's. The Congress set a target of approximately 10% annual economic growth from 2026 to 2030, linking it to improving people's livelihoods, and outlining a roadmap to becoming a high-income developed country by 2045.
The Communist Party of Vietnam confronts "internal enemies" such as corruption head-on, fighting corruption with an attitude of "no forbidden zones, no exceptions." During its term, the 13th National Congress of the Communist Party of Vietnam disciplined 174 centrally-managed officials, strengthening checks and balances on power and embodying President Ho Chi Minh's philosophy that "a strong party dares to admit and correct mistakes" and his commitment to self-reform.
