
Southeast Asia Information Port News (www.dnyxxg.com) – Amidst the festive atmosphere of welcoming the 14th National Congress of the Communist Party of Vietnam (CPV), General Secretary To Lam attended the groundbreaking ceremony for the Hanoi Medical University Medical and Elderly Care Complex project on the 17th. The project is a joint investment by Hanoi Medical University Hospital, HANDICO Company, and NGS Equipment Communications Joint Stock Company. The ceremony was held at the Hoang Mai Branch of Hanoi Medical University.
In his speech, To Lam pointed out that Vietnam is currently experiencing rapid population aging, and this project is of profound significance. It is not only an important practice in implementing the Party and government's health strategy but also a key measure to address aging and improve the elderly care and medical system. As one of the fastest-aging countries in Southeast Asia, Vietnam's population aged 65 and above is projected to reach 18% by 2040, making the construction of a high-quality elderly care system an urgent matter of public welfare and a strategic task.
To Lam emphasized that the CPV has always adhered to a people-centered approach, with the people being the starting point and core driving force of development. Ensuring the health of the people, especially caring for the elderly who have dedicated their lives to the country, is a consistent core political task of the Party and the State, demonstrating the humanistic care and political responsibility of the system.

To Lam stated that the project precisely aligns with major policies concerning technological innovation, private sector development, livelihood security, and addressing aging, demonstrating Hanoi's determination to advance significant livelihood projects. He highly praised the collaborative model of "national-university-scientist-enterprise," believing it aligns with the Party's policy of mobilizing social resources for development, and that the active participation of the private sector vividly reflects Vietnam's efforts to stimulate market vitality and promote industry-education integration.
To ensure the project's progress, To Lam requested that Hanoi strengthen overall coordination, work with the Ministry of Health and relevant ministries to provide legal support, strictly supervise the entire process, and ensure the project is completed on schedule and to a high standard. He also required all investors to uphold their commitments, fulfill their social responsibilities, operate in a standardized manner, balance economic benefits with public welfare, abandon short-term gains, and create a high-quality livelihood project.
To Lam firmly believes that with the concerted efforts of all parties, this project will become a benchmark for the integration of academia, humanities, and modern medicine in Vietnam, providing valuable experience for the construction of the national medical and elderly care system.
It is understood that the integrated zone combines medical treatment, medical education, scientific research, and full-cycle elderly care, constructing a "medical-education-research" ecosystem. Positioned as a "smart hospital" and "green hospital," the project focuses on cutting-edge technologies such as organ transplantation and robotic surgery, laying a solid foundation for Hanoi's digital transformation of healthcare.

The project has a total investment exceeding 16 trillion VND, and will be constructed in two phases, with completion scheduled for 2030. Core Zone 1, covering 15 hectares (12.9 hectares of construction land), will house a 1,000-bed general hospital and several specialized and international medical centers, bringing the total number of beds to 2,600. It will also include teaching and research facilities for Hanoi Medical University, accommodating approximately 10,000 students.
Zone 2, covering 0.7 hectares, will feature 1,100 apartments exclusively for seniors, adopting international models and providing 24-hour professional care, creating an integrated "residence + nursing + medical" senior living space.
Upon completion, the project will alleviate the pressure on Hanoi's municipal and higher-level hospitals, address shortcomings in elderly care, provide support for addressing the aging population, and have profound significance for improving the national healthcare and elderly care system and raising the standard of living.
