
Southeast Asia Information Port (www.dnyxxg.com) – At the invitation of the Russian Ministry of Foreign Affairs, a high-level delegation from the Vietnamese Ministry of Public Security, led by Lieutenant General Pham The Tung, Deputy Minister of Public Security, attended the 2025 BRICS+ Counter-Terrorism Conference in Moscow, Russia, from December 3rd to 4th.
According to a report by the Vietnam News Agency correspondent in Moscow, the conference, chaired by Russian Deputy Foreign Minister Dmitry Lyubinsky, focused on "National and Regional Strategies for Combating Terrorism in the Context of New Challenges and Threats." This was the first initiative hosted by the Russian Federation, with representatives from 23 BRICS member states and partner countries, as well as several international organizations participating.
Participants discussed issues such as addressing terrorist threats, combating the financing of terrorist organizations, and cybercrime.
In the plenary session, Pham The Tung emphasized that against the backdrop of the evolving geopolitical landscape, the risks and challenges affecting the security, stability, and development of all countries are taking on more complex and diverse forms, including terrorism and violent extremism.
He pointed out that Vietnam faces terrorist threats from multiple sources, including: the spread of extremist ideologies by international terrorist organizations and individuals through cyberspace; complex factors in economic and social life; radical sentiments stemming from social contradictions; and, in particular, the activities of overseas Vietnamese terrorist organizations.
In response to these threats, Pham The Tung reiterated Vietnam's consistent and clear stance: resolutely condemning and opposing all forms of terrorism and supporting all international efforts to eliminate terrorism. The fight against terrorism must conform to the UN Charter and the fundamental principles of international law, while respecting the sovereignty, unity, and territorial integrity of all countries, contributing to world and regional peace, stability, and security; all parties should strengthen coordination and strive to eliminate the root causes of terrorism.
Based on Vietnam's practical experience, Pham The Tung introduced key measures for preventing and combating terrorism, including: implementing social security policies, improving people's living standards, strengthening public education and awareness campaigns; improving the legal framework for counter-terrorism; enhancing the counter-terrorism capabilities of specialized departments; strengthening the effectiveness of counter-terrorism steering committees at all levels; simultaneously implementing national governance and professional measures; and expanding counter-terrorism cooperation with countries including BRICS and international organizations.
Vietnam officially became a BRICS partner country on June 13, 2025. The attendance of a high-level delegation from Vietnam's Ministry of Public Security at the meeting demonstrates Vietnam's proactive and responsible role in addressing global security challenges. (End)
