
Southeast Asia Information Port News (www.dnyxxg.com) – On the morning of November 26th, Vietnamese Deputy Prime Minister Nguyen Chi Dung, during a working meeting with the Vietnam Innovation Network (VIN) and a team of Vietnamese experts, emphasized that Vietnam is entering a new stage of development, with reform, innovation, and strategic technologies being key drivers.
The Politburo of the Communist Party of Vietnam issued Resolution No. 57 on December 22, 2024, on promoting breakthroughs in national science, technology, innovation, and digital transformation, identifying vigorous development of science and technology, reform, innovation, and digital transformation as core requirements for promoting rapid and sustainable development, especially in strategic technology fields that can create new value and build long-term competitiveness.
Based on this, Decision No. 1131/QĐ-TTg, signed by the Prime Minister of Vietnam, specifically formulated the goals, tasks, and solutions for developing leading technologies; identified 11 strategic technology industries and 32 national strategic technology products, laying the foundation for forming a strategic technology ecosystem encompassing mechanisms, policies, human resources, infrastructure, R&D, and technology commercialization.
Nguyen Chi Dung believes that the innovation network, comprising over 2,000 global experts, is a particularly important resource supporting the government's implementation of its leading technology strategy. Expanding the network and improving the quality of expert advice will determine the effectiveness of the implementation of the 11 strategic industries and create new growth drivers.
He emphasized the mechanism for attracting "chief engineers" and "chief architects" to national technology projects. The "chief engineer" is responsible for overall coordination, resource connection, and ensuring strategic objectives are achieved; the "chief architect" is responsible for designing system architecture, technical standards, and the development direction of core technologies. This collaboration can create a long-term vision for national projects and reduce risks.
After listening to the experts' opinions, Nguyen Chi Dung reiterated his determination to make science and technology, along with reform and innovation, the driving force of national development; and to regard the development of strategic technologies as a long-term core task to help Vietnam catch up, keep pace, and eventually surpass others. He requested the Ministry of Finance to study breakthrough resource mobilization and allocation mechanisms; to develop the National Innovation Center (NIC) into the core of the strategic technology ecosystem; and to formulate special tax and credit incentives for its R&D activities.
The Ministry of Science and Technology will assign key research tasks, improve the standards and intellectual property system for new technologies, and promote the commercialization of strategic products. The Vietnam Innovation Network will assemble a strong research team to develop prototypes, prioritize tasks, and collaborate with the National Innovation Center to implement key technology projects.
The project involves nearly 70 experts from various ministries, research institutes, universities, and 22 countries, participating both online and offline. (End)
