
Southeast Asia Information Port News (www.dnyxxg.com) – The Hanoi People's Committee has just issued Document No. 5676/UBND-KT regarding the implementation of Prime Minister's Notification No. 184/CĐ-TTg concerning the management of the national budget for the final months of 2025.
According to the document, to achieve Hanoi's annual economic growth target of over 8%, the People's Committee requires all departments, sectors, and local governments to continue effectively implementing administrative reforms, improving the investment and business environment, alleviating difficulties in production and operation, and promoting socio-economic development.
Hanoi's fiscal revenue in 2025 is expected to increase by at least 25% above the budget target; fiscal revenue management will be strengthened, the tax base expanded, with a focus on e-commerce, catering services, and retail; the digital management of taxation will be accelerated, and electronic invoices generated by cash registers will be widely implemented; and smuggling, commercial fraud, transfer pricing, and tax evasion will be resolutely combated, particularly targeting digital platform operations and real estate transfer activities.
The Municipal People's Committee also demanded strict adherence to frugality and accelerated implementation and disbursement of public investment funds, particularly for key projects, aiming to achieve 100% disbursement of investment funds by 2025. All units must review and reduce unnecessary expenditures, conduct public investments and asset procurement in accordance with laws and regulations, and dispose of surplus public assets resulting from institutional streamlining.
The Hanoi Municipal Tax Department, the First District Customs Branch, and local governments must closely monitor market changes and proactively take measures to increase fiscal revenue; simultaneously, they must supervise the collection of revenue related to production, business operations, and land, implementing the instructions of Prime Minister's Notification No. 124/CĐ-TTg.
