In November, floods and geological disasters were the main natural disasters in my country, with wind and hail disasters, low-temperature freezing and snow disasters, sandstorm disasters, typhoon disasters, earthquake disasters, and biological disasters also occurring to varying degrees. These natural disasters affected 172,300 people nationwide to varying degrees, resulting in one death, the emergency relocation and resettlement of nearly 900 people requiring emergency living assistance, the collapse of more than 10 households and more than 60 rooms, damage to more than 500 households and more than 800 rooms, and the affected area of crops reaching 7,300 hectares, with direct economic losses of 433 million yuan.
The main characteristics of natural disasters in China in November were as follows:
I. Scattered floods and geological disasters in Southwest China; ice floes appeared on the Yellow River in Baotou, Inner Mongolia.
In November, the national average precipitation was 19.2 mm, close to the average for the same period in previous years. No regional heavy rainfall events occurred. Precipitation in the Southwest and Northwest was 1-2 times higher than normal, while precipitation in most parts of the East was lower than normal. Floods and geological disasters occurred scattered in the Southwest region, affecting 89,600 people to varying degrees in five provinces (autonomous regions and municipalities): Chongqing, Sichuan, Guizhou, Yunnan, and Tibet. One person died, nearly 900 people were urgently relocated, nearly 300 houses were damaged, 4,300 hectares of crops were affected, and direct economic losses amounted to 360 million yuan. Ice floes appeared on the Yellow River in Baotou, Inner Mongolia on the 19th, earlier than usual. Currently, sections of the main streams of the Heilongjiang River, the Ussuri River, the Songhua River, and the Nenjiang River are frozen.
II. Strong Cold Air Affects Central and Eastern China, Causing Localized Biological Disasters in Guizhou
In November, three cold air processes affected my country, slightly fewer than the average for the same period. Among them, the first cold wave of the second half of the year occurred from November 17th to 19th, with a significant temperature drop and wide impact. The strong temperature drop in Northeast and Central-Eastern China was accompanied by rain, snow, and strong winds, hindering winter wheat sowing and emergence in some areas and causing temporary disruptions to transportation, but no significant damage was reported. In Yunnan, persistent low temperatures caused damage to over 400 hectares of cash crops, resulting in direct economic losses of over 25 million yuan. In addition, one sandstorm affected my country, slightly more than the average for the same period, causing minor damage to houses in Gansu and other areas. In early November, anthrax and sunscald occurred in Tongren, Guizhou, affecting 64,000 people to varying degrees, damaging 2,200 hectares of crops, and causing direct economic losses of over 27 million yuan.
III. Scattered Wind and Hail Disasters Occurred in Southwest and Northwest China; Typhoon Impact on Southeast Coast Limited
In November, affected by localized convective weather, scattered wind and hail disasters occurred in Southwest and Northwest China, affecting more than 5,600 people to varying degrees in 10 provinces (regions) including Sichuan, Yunnan, and Gansu. Nearly 200 hectares of crops were damaged, resulting in direct economic losses of over 18 million yuan. Three typhoons formed in the Northwest Pacific and South China Sea, more than the average for the same period in previous years, but none made landfall in mainland my country. Typhoon No. 25 "Hagupit" and Typhoon No. 26 "Fung-wong" affected mainland my country but caused no damage.
IV. Seismic Activity Relatively Reduced; Forest Fire Situation Generally Stable
In November, five earthquakes of magnitude 4.0 or above occurred in mainland my country, less than the average for the same period in previous years. The strongest earthquake was a magnitude 4.4 earthquake in Dingri, Tibet on November 4th, which caused no casualties or significant damage. According to preliminary statistics, eight forest fires occurred nationwide in November, including two in Guangdong, and one each in Shanxi, Zhejiang, Fujian, Jiangxi, Tibet, and Qinghai. No casualties were reported. No grassland fires occurred.
