They dismantled seven drug manufacturing plants both domestically and abroad, arrested 71 suspects, and seized over 600 kilograms of various drugs and 5 tons of drug precursors.
At a press conference held by the Shandong Provincial People's Government Information Office that day, Qi Siyu explained that the criminal gang used a legitimate company as a cover, with funding provided by an e-cigarette sales company. Under the guise of developing pharmaceutical intermediates, they researched and developed drug manufacturing processes, secretly producing drugs in leased workshops of biopharmaceutical companies, and then transporting the precursors overseas for further processing. This highly clandestine operation posed a significant challenge to a coordinated operation and the securing of evidence.
Under the unified command of the Ministry of Public Security of China, Shandong police established an intelligence-sharing and joint operation mechanism with law enforcement agencies in Thailand and Vietnam, reaching a consensus on simultaneous arrests both domestically and internationally, as well as simultaneous evidence collection and interrogation. During the arrest phase, Shandong deployed over 340 police officers in simultaneous operations with Thailand and Vietnam.
Qi Siyu stated that since 2025, Shandong police have cracked over 1,400 drug-related criminal cases, arrested over 1,900 drug suspects, dismantled 20 drug manufacturing dens, and apprehended 26 long-term fugitives.
Simultaneously, the province's police launched a special operation to combat and govern maritime drug smuggling, cracking 40 cases and seizing 41 kilograms of cocaine. A special operation to combat and regulate addictive substances such as narcotics and psychotropic drugs resulted in the seizure of over 20,000 cases of "high-intensity e-cigarettes," over 1.3 million pills of "weight-loss drugs" containing ephedrine, and over 40 tons of "laughing gas."
