Southeast Asia Information Port News (www.dnyxxg.com) Recently, the Shandong Provincial Commission for Discipline Inspection and Supervision publicly announced three typical cases of corruption in the bidding and tendering field:
1. The case of Wu Jibiao, former Standing Committee member of the Shandong Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC) and former Deputy Director of the Education, Science, Health and Sports Committee, for serious violations of discipline and law. From June 2012 to December 2024, while serving as Director of the Shandong Provincial Administration of Traditional Chinese Medicine, President and Party Secretary of Shandong University of Traditional Chinese Medicine, and Standing Committee member of the Shandong Provincial CPPCC and Deputy Director of the Education, Science, Health and Sports Committee, Wu Jibiao sought benefits for relevant units and individuals in drug procurement, project contracting, and medical equipment procurement by contacting other state personnel, setting preferential parameters through specific bidding agencies, and transmitting information about preferred units to some review experts. He personally or jointly with others illegally accepted huge bribes from relevant units or individuals. Wu Jibiao also had other serious violations of discipline and law. In September 2025, he was expelled from the Party and dismissed from public office. His suspected crimes were transferred to the procuratorial organs for investigation and prosecution according to law.
2. The case of Sun Xiuwei, former Secretary of the Qihe County Party Committee, for serious violations of discipline and law. From the first half of 2021 to 2023, while serving as Secretary of the Qihe County Party Committee, Sun Xiuwei abused his position to accept requests from Yan, the legal representative of a property management company, and Qi, the actual controller of a Shandong agricultural development company, among others. He arranged for others to provide preferential treatment in bidding activities, using methods such as early entry, tacit pre-arranged deals, and tacit approval of dummy bids, to seek benefits for related companies and individuals in contracting projects such as high-standard farmland projects and smart agricultural industrial parks. He repeatedly accepted huge bribes from those who made requests. Sun Xiuwei also had other serious violations of discipline and law. In January 2026, he was expelled from the Party and dismissed from public office. His suspected crimes were transferred to the procuratorate for review and prosecution.
3. The case of Zhao Qigang, former Director of the Laboratory Department of Liaocheng People's Hospital, for serious violations of discipline and law. From October 2015 to October 2021, while serving as the director of the Department of Laboratory Medicine at Liaocheng People's Hospital and the director of the Liaocheng Clinical Laboratory Center, Zhao Qigang accepted bribes from individuals and organizations, including Wei, a business manager at a company in Jinan. He used methods such as tailoring preferential technical requirements and deliberately inflating the scores of preferred companies during the bidding process to secure benefits for these individuals in areas such as the procurement of laboratory equipment and the supply of consumables. He repeatedly accepted bribes totaling 1.77 million yuan. Zhao Qigang also committed other serious disciplinary and legal violations. In April 2025, he was expelled from the Party and dismissed from public office. In September 2025, Zhao Qigang was sentenced to six years and six months in prison for bribery and possessing a large amount of unexplained wealth, and fined 350,000 yuan.
