On this occasion, Vietnamese Ambassador Extraordinary and Plenipotentiary to Laos Nguyen Minh Tam delivered a speech entitled "The Lao People's Revolutionary Party Leads All Revolutionary Causes to Victory," the core content of which is as follows: The Lao People's Revolutionary Party (formerly the Lao People's Party) was founded on March 22, 1955. Inheriting the revolutionary traditions of the Indochinese Communist Party, it is the faithful representative of the interests of the Lao working class and the people, and the highest leading force of the state power. Guided by Marxism-Leninism, the thought of Kaysone Phomvihane, and its fine traditions, the Party has grown and strengthened in the revolutionary struggle for over 70 years, leading Laos to achieve national independence and establish the People's Democratic Republic in 1975.
After the founding of Laos, the Lao People's Revolutionary Party (LPRP) established the direction of socialist construction, leading the people to maintain power, revive the economy, and improve people's livelihoods, thus consolidating its core position in the national political system. Entering the new era, the Party has promoted ideological development and economic transformation, establishing economic development as the central focus, promoting market economy reforms, and expanding international cooperation. Simultaneously, it has emphasized social and cultural development, national defense, and diplomatic expansion, improving the governance system, uniting national forces, and driving comprehensive achievements in national reform and progress.
Amid a complex and volatile international and regional landscape, Laos has achieved remarkable results in implementing the resolutions of the 11th National Congress of the Lao People's Revolutionary Party (LPRP): Political and social stability has remained strong, the Party's leadership has been further consolidated, and public administration reforms have improved governance efficiency; national defense and security have been guaranteed, and Laos has actively participated in regional security cooperation; the economy has steadily recovered, with an average growth rate of 4.2%, and the inflation rate has decreased from 22.96% in 2022 to 8.3% in 2025; a trade surplus of US$8.47575 billion has been achieved, and fiscal revenue has exceeded targets for five consecutive years; per capita income has increased to US$2,138, and the poverty rate has decreased from 18.3% in 2019 to 15% in 2025; infrastructure development has improved regional connectivity; social undertakings such as education and healthcare have developed, with over 159,800 workers trained and over 464,500 jobs created; the rule of law has been steadily advanced, central administrative departments have been streamlined and optimized, and oversight mechanisms have been continuously strengthened; the diplomatic network has continued to expand, with diplomatic relations established with 151 countries and contacts established with 145 political parties in 82 countries; the 44th and 45th ASEAN Summits were successfully hosted, enhancing Laos' international influence.
Nguyen Minh Tam firmly believes that as long as the Lao People's Revolutionary Party makes full preparations, adheres to reform and innovation, and seizes development opportunities, the 12th National Congress will be a complete success. This congress is of great significance for advancing comprehensive reforms and ushering in a new stage of the Lao revolution. He hopes that the Party will use the congress as an opportunity to lead the people to achieve greater success in national construction and steadily advance towards the goal of socialism.
