
Southeast Asia Information Port (www.dnyxxg.com) – The Cambodian Human Rights Commission took emergency action on the evening of the 12th, submitting urgent petitions to several international and regional human rights organizations regarding the Thai military's armed attack on civilians within Cambodia.
In its petition, the Cambodian Human Rights Commission strongly accused the Thai military of launching an armed attack on Cambodian civilians in Baizhan village, Vu Phai Chuen commune, Vu Phai Chuen district, Banteay Meanchey province, causing civilian casualties.
The Commission pointed out that such acts of violence against civilians seriously violate numerous international human rights and humanitarian laws, including but not limited to the UN Charter, the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, and the Convention against Torture.
Furthermore, the Cambodian Human Rights Commission emphasized that Thailand's actions also violated the Kuala Lumpur Joint Declaration, signed on October 26, 2025, in Kuala Lumpur by Cambodia and Thailand, witnessed by US President Trump and Malaysian Prime Minister Anwar Ibrahim, the ASEAN chair.
In light of the violation of the basic freedoms and safety of innocent Cambodian civilians, the Cambodian Human Rights Committee has submitted an urgent petition to the Office of the United Nations High Commissioner for Human Rights (Geneva), the Office of the United Nations High Commissioner for Human Rights in Southeast Asia (Bangkok), and independent human rights bodies in ASEAN member states, and specifically requests Malaysia, as the rotating chair of the International Committee of the Red Cross (ICRC), to pay close attention to the matter.
In its petition, the Cambodian Human Rights Committee strongly asserts seven core demands to the international community, including: an immediate cessation of all military hostilities to ensure the safety of Cambodian civilians; an independent and impartial investigation to hold the perpetrators fully accountable; emergency medical assistance and reasonable compensation for the victims and their families; strengthening preventative mechanisms and fully implementing the provisions of the Kuala Lumpur Joint Declaration regarding border peace; requesting the immediate intervention of the UN Human Rights Council or relevant special procedures to handle the case; dispatching a UN Fact-Finding Mission to assess the situation and take measures to prevent similar incidents from recurring; and demanding that Thailand immediately and unconditionally release and repatriate the 18 detained Cambodian soldiers.
The Cambodian Human Rights Committee reiterates its firm stance of upholding the principles of international human rights law and calls on the international community to hold Thailand fully accountable and take concrete and effective measures to ensure justice for the victims. The committee emphasized the need to effectively protect the lives and fundamental rights of all civilians along the Cambodian-Thailand border.
